Dear Dir. Warden:
Enclosed is an export license application (XB1374) dated August 27, 2025, accepted by the U.S. Nuclear Regulatory Commission, from Troxler Electronic Laboratories, Inc. In this application, Troxler Electronic Laboratories, Inc. is requesting approval to export 40 portable nuclear moisture density gauges. Each device contains a Cesium-137 source with an activity level of 0.000333 Terabecquerels (TBq) for a total of 0.01332 TBq, and an Americium-241/Beryllium source with an activity level of 0.001628 TBq, for a total of 0.06512 TBq. Both sources will be installed in each portable nuclear moisture density gauge and used for quality control testing of construction materials in Iraq.
Since Iraq is on the embargoed list (10 CFR Part 110.28), before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
