Dear Commissioners,
I am writing as a property owner located approximately one-quarter mile south of the Palisades Nuclear Plant to express serious concerns about Holtecs plans to restart the facility before completing long-overdue fire protection upgrades.
As you know, fire safety is one of the most critical elements of nuclear plant operations. The Palisades facility has a longstanding record of deficiencies in fire protection systems, and decades of NRC oversight have required improvements that remain unfulfilled. To allow the plant to restart without completion of these upgrades would expose surrounding communitiesincluding my family and neighborsto unnecessary and unacceptable risks.
Holtec should not be granted exemptions from requirements that other nuclear plants must follow.
Public safety demands equal application of NRCs standards, and the community deserves transparency, accountability, and enforcement of these longstanding obligations. Restarting the plant before these essential upgrades are in place undermines both safety and public trust.
The Atomic Safety and Licensing Board has explicitly allowed direct submission of Limited Appearance Statements under the Initial Prehearing Order (ASLBP No. 25-990-02-LA-BD01, Docket No.
50-255-LA-5, August 5, 2025, ML25217A517).
I respectfully submit this statement to request that the NRC require Holtec to fully complete and demonstrate compliance with all fire protection requirements before authorizing restart of the Palisades Nuclear Plant.
