Dear NRC Rulemakings and Adjudications Staff,
Attached please find my Limited Appearance Statement in the matter of Holtec Palisades, LLC (Palisades Nuclear Plant), Docket No. 50-255-LA-5.
Please confirm receipt, and place this statement on the docket in accordance with the Atomic Safety and Licensing Boards Initial Prehearing Order (ASLBP No. 25-990-02-LA-BD01, August 5, 2025, ML25217A517).
Thank you for your attention.
Sincerely, Kraig Schultz Limited Appearance Statement Holtec Palisades, LLC (Palisades Nuclear Plant)
Docket No. 50-255-LA-5 Direct submission of this Limited Appearance Statement was allowed by the Atomic Safety and Licensing Board, Initial Prehearing Order (ASLBP No. 25-990-02-LA-BD01, Docket No.
50-255-LA-5, August 5, 2025) (ML25217A517).
As a member of Michigan Safe Energy Future - Shoreline Chapter, I submit the following:
Observation Fire protection upgrades required after Browns Ferry (1975) and Three Mile Island (1979) remain incomplete at Palisades.
Holtec is requesting another two-year delay, despite NRC regulations that set clear deadlines for compliance.
Operating a nuclear plant without these protections exposes the public to unnecessary and foreseeable risk.
Need I need the NRC to fulfill its role as regulator: to uphold the law, enforce deadlines, and protect the public.
Citizens need electricity that is supplied with justice and safety, not with risks shifted to the public while profits are privatized.
Public trust requires that safety rules be enforced consistently and without exceptions.
Request I respectfully request the NRC issue and adopt the following enforcement statement:
The Palisades Nuclear Plant shall not be permitted to reload fuel or restart operations until all required fire protection upgrades are completed, fully documented, and verified by the NRC in compliance with existing regulations.
Respectfully, Kraig Schultz Environmental Health Advocate Michigan Safe Energy Future - Shoreline Chapter Grand Haven, Michigan, 49417 616-540-7027
