GUIDANCE ON THE ACCOUNTABILITY OF GENERAL LICENSE DEVICES REQUIRING REGISTRATION The Office of Nuclear Materials Safety and Safeguards is issuing the attached guidance document on the accountability of general license devices that require registration under 10 CFR 31.5(c)(13). Section 505, Nuclear Licensing Efficiency, of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 (ADVANCE Act), specifically Section a.4(c)1 requires the timely and predicable reviews of licenses. The attached guidance will ensure accountability for generally licensed devices requiring registration and falling under the U.S. Nuclear Regulatory Commissions (NRC) jurisdiction. The guidance defines roles and responsibilities, programmatic expectations, provides, as a reference, a list of enforcement scenarios with corresponding severity levels as outlined in the NRCs Enforcement Policy, and includes an accountability metric for devices requiring registration. The guidance was developed through the NRC General License Accountability Plan Working Groups efforts that commenced on June 17 and concluded on September 2, 2025.
