SUMMARY
OF THE JULY 31, 2025, PUBLIC MEETING ON APPALACHIAN POWER COMPANY JOSHUA FALLS EARLY SITE PERMIT PRE-APPLICATION (EPID: L-2024-LRM-0143)
The U.S. Nuclear Regulatory Commission (NRC) held an Observation public meeting on July 11, 2025, with Appalachian Power Company (APCo) - a subsidiary of American Electric Power (AEP) - on its Joshua Falls Early Site Permit (ESP) Pre-Application. APCos presentation slides are found at NRCs Agencywide Documents Access and Management System Accession No. ML25204A215 (July 23, 2025).
During the meeting, APCo provided a status of their anticipated ESP application (ESPA) development. Specifically, the APCo presentation covered the following topics:
Project background and basis, under which APCo discussed: American Electric Power (AEP)/APCo overview; Joshua Falls small modular reactor project site; Project team overview; ESPA regulatory engagement timeline; Guidance utilized for site safety analysis report, environmental report, and emergency planning; and Quality Assurance Program Description, ESPA development status, under which APCo discussed: APCo siting study and results; meteorological tower; monitoring wells; and geotechnical borings, and Stakeholder engagement, under which APCo discussed community outreach and stakeholder engagement.

In response to an NRC staff question, APCo stated that the onsite meteorological tower would be completed by September of 2025 when the first-year data collection will begin; and that the second-year data collection is expected to be completed in September of 2027. APCo suggested that NRC staff visit the Jashua Falls site before October of 2025 to observe the geotechnical core borings and review samples that are already available onsite. APCo and NRC staff also discussed site visits by the NRCs emergency preparedness and environmental review staff. APCo requested to have the next public meeting in March of 2026, 12 months prior to the ESPA submittal, when they would provide results of subsurface exploration and characterization, as well as seismic hazard characteristics. Additionally, APCo proposed to start the Readiness Assessment (per NRC Office Instruction LIC-116, Preapplication Readiness Assessment; ML20104B698) in the Fall of 2026, approximately 6 months prior to the ESPA submittal.
There were no public comments. No regulatory decisions were discussed or made at this meeting.
