SUMMARY
OF AUGUST 20, 2025, TELECONFERENCE WITH WOLF CREEK NUCLEAR OPERATING CORPORATION REGARDING WOLF CREEK GENERATING STATION, UNIT 1, LICENSE AMENDMENT REQUEST TO USE PORTABLE LIGHTING (EPID L-2025-LLA-0051)
On August 20, 2025, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Wolf Creek Nuclear Operating Corporation ( the licensee). The purpose of the teleconference was to provide information on the status of the NRC staff review of a license amendment request (LAR) for the Wolf Creek Generating Station, Unit 1 (Wolf Creek) for approval of deviation from the fire protection program requirements to allow the use of portable lighting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25077A312). This is a follow-up LAR to Wolf Creek License Amendment No. 237 dated August 31, 2023 (ML23165A250). The NRC staffs presentation slides are available in ADAMS at ML25202A166. The licensee provided comments to the NRC staffs slides before the meeting and the licensees comments are available in ADAMS at ML25202A128. The meeting notice and agenda, dated July 23, 2025, are available in ADAMS at ML25204A181. A list of attendees is provided in the enclosure.
During the teleconference, the NRC staff discussed the scope of its review of the Wolf Creek LAR. The following reflects the open discussions based on the NRC slide number:
Slide 3:
The licensee indicated that the portable lights would be used as compensatory measures when the fixed emergency lights are not available. The NRC staff indicated that it does not review compensatory measures and does not plan to include this in its evaluation.
The NRC staff clarified that Table 1 refers to Table 1 in section 1, Summary Description, of attachment I to the LAR.
Slide 4:
The NRC staff indicated that it does not review plant procedures.
Slide 5:
The licensee indicated that appendix 5 of enclosure I to the LAR identifies the fixed emergency lighting that will be downgraded from 8-hour capacity to 1.5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> capacity.
The NRC staff indicated that it does not regulate life safety, but plans to reference the LAR enclosures for the scope of its evaluation.
Slide 6:
The NRC staff confirmed that crediting hard hat mounted portable lights for non-fire events was approved in Amendment No. 237 and the associated final safety analysis report (FSAR) changes. The NRC staff does not plan to discuss this in its evaluation.
No member of the public attended the teleconference. No regulatory decisions were made at this meeting.
The NRC staff shared the draft meeting summary with the licensee for comment before finalizing the document.
