OF PUBLIC MEETING ON SECURITY REACTOR OVERSIGHT PROGRAM REBASELINE Meeting Identifier:

Comment Gathering Meeting Purpose of Meeting: The purpose of this meeting was to discuss the physical and cyber security Reactor Oversight Process (ROP) rebaseline effort. This meeting also included a discussion of the U.S. Nuclear Regulatory Commission (NRC) force-on-force (FOF) inspection program. This was a follow-up meeting from the July 23, 2025, ROP Public Meeting that introduced this project.
General Details: The meeting was attended by approximately 200 NRC personnel and external stakeholders. Representatives from the Nuclear Energy Institute (NEI), industry, and members of the public were among the participants that identified themselves or provided comments or questions. The meeting started at 12:00pm EST and was completed by 2:30pm EST, in accordance with the anticipated schedule. The meeting was held virtually over the Microsoft Teams application.
Summary of Presentation: The NRC provided a formal presentation for the meeting discussion, (Agencywide Documents and Management Systems (ADAMS)
Accession No. ML25226A004). No other participants provided a formal presentation.
The NRC staff and NEI made opening comments prior to the beginning of the NRC presentation.
The NRC presentation provided information on the proposed revisions to the security ROP baseline inspection program. The NRC staff discussed and received comments on the proposed changes and responded to public questions seeking clarification.
The majority of the comments received related to proposed alternatives or recommendations for NRC consideration. Several questions were received related to the role of the regional and August 29, 2025 Signed by Bream, Jeffrey on 08/29/25

resident inspectors in the proposed inspection program. Additional questions were asked related to implementation timeline and additional opportunities for public engagement.
The NRC also presented a proposal for additional revisions to the NRC-conducted FOF inspection program. The NRC discussed the plans for a paper to the Commission that will provide options for consideration of additional improvements to the FOF scenario development process. NEI proposed providing a letter to the NRC that would contain recommendations and preferences for consideration in the development of FOF options.
Action Items/Next Steps: No NRC commitments were made during the meeting. The NRC staff will review the comments provided by the public and industry and assess if any should be incorporated into the proposal.
