Docket Nos. 50-482 and 72-79: Revision of Three Procedures and Two Forms that Implement the Radiological Emergency Response Plan (RERP) for Wolf Creek Generating Station (WCGS)

Commissioners and Staff:

In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), WCGS is submitting a change to the emergency plan. Specifically, three procedures and two forms that implement the WCGS RERP have been revised. The revised documents are identified below:

1. Procedure AP 17C-028, Emergency Response Duties and Responsibilities, Rev. 19 Procedure AP 17C-028 has been revised. This procedure describes the duties and responsibilities of personnel at WCGS in relationship to their emergency response duties.

This revision eliminates the use of pagers as a communication method of notifying the emergency response organization (ERO). The Automatic Dialing System will still be used and contact ERO members via their cellular device by texting and calling. This revision also incorporates administrative changes to enhance the guidance for duty coverage and response, position or organization title changes, and minor editorial word changes.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

2. Procedure EPP 06-001, Control Room Operations, Rev. 34 Procedure EPP 06-001 has been revised. This procedure provides direction for on-shift personnel response from the Control Room upon the declaration of an emergency classification. This revision eliminates the use of pagers as a method of notifying the emergency response organization (ERO). The Automatic Dialing System will continue to call and text ERO responders on their mobile cellular devices. This revision also incorporates an editorial clarifying change to Step 7.2.11.1, to read, " Ensure Control Room personnel are notified of the transfer of command-and-control duties for the station's emergency response to one of the Emergency Managers."

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

3. Procedure EPP 06-015, Emergency Response Organization Callout, Rev. 16 Procedure EPP 06-015 has been revised. This procedure provides the guidance for Wolf Creek personnel in performing Emergency Response Organization (ERO) callout and applies to those personnel assigned the responsibility for performing ERO callout. This revision eliminates the use of pagers as a method of notifying the emergency response organization (ERO). The Automatic Dialing System will continue to call and text ERO responders on their mobile cellular devices. This revision also incorporates administrative changes to update the responsible organization and alignment to position titles in AP 06-002, Radiological Emergency Response Plan (RERP).

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

4. Form EPF 06-001-08, Off-Site Communicator Checklist, Rev. 4 Form EPF 06-001-08 has been revised. This form is a checklist used as an aid during a declared emergency event. The changes provide clarification for the duties being performed by Control Room personnel associated with emergency response callout. The change provides

Attachment to 001138 Page 2 of 2 updated guidance due to the elimination of pagers. Direction to activate the pagers is being removed from the steps associated with callout initiation.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

5. Form EPF 06-002-07, Emergency Manager Event Reminder, Rev. 1 Form EPF 06-002-07 has been revised. The event reminder is a tool available to ensure tasks related to classification or protective action recommendation (PAR) upgrades are properly addressed. The change provides clarification for the duties being performed by the Emergency Manager associated with ERO callout initiation and removes the question regarding pager activation. This revision also includes an editorial change fixing a grammatical error.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.
