SUMMARY
OF JULY 30, 2025, PUBLIC MEETING WITH JAPAN ATOMIC ENERGY AGENCY ON FLOATING SEISMIC ISOLATION SYSTEM TECHNOLOGY FOR SMALL MODULAR REACTORS, WHITE PAPER ON DESIGN-RELATED LICENSING INFORMATION FOR THE PAIRED FLOATING SEISMIC ISOLATION SYSTEM/SMALL MODULAR REACTOR PLANT, AND DRAFT LICENSING TOPICAL REPORT ON QUALITY ASSURANCE PROGRAM DESCRIPTION FOR FLOATING SEISMIC ISOLATION SYSTEM DESIGN ACTIVITIES The U.S. Nuclear Regulatory Commission (NRC) conducted a partially closed observation public meeting on July 30, 2025, with the Japan Atomic Energy Agency (JAEA) and its corporate partners, the IHI Corporation, and the JGC Corporation (hereafter the Consortium),
in a continuing pre-application engagement concerning its floating seismic isolation system (FSIS) for small modular reactors (SMRs).
During the meeting, the JAEA presented an overview of the following topics: 1) FSIS technology for SMRs; 2) white paper on design-related licensing information for the paired FSIS/SMR plant; and 3) draft licensing topical report on quality assurance program description.
The presentation included details on the benefits of the technology, such as enhanced safety, flexibility, and cost predictability. JAEA discussed the design requirements and principles specific to their technology, outlining the regulatory requirements and applicable codes and standards they are adhering to. seismic isolation technology for SMRs was presented, highlighting its components and the significant reduction in seismic response due to the isolation technology. JAEA also detailed their quality assurance measures, ensuring the design, procurement, testing, and construction of the floating platform meet required standards. The JAEAs presentation material can be found in the Agencywide Documents Access Management System (ADAMS) Accession No. ML25203A239.
At the conclusion of the open session of the meeting, there was an opportunity for the members of the public to provide comments and ask questions to the NRC staff. There were no comments or questions from the public. Following the public portion of the meeting, the NRC staff continued discussion with JAEA during a closed meeting to discuss proprietary material.
