3 Purpose/Background Purpose Discuss with NRC staff Entergys plans for requesting renewal of the Grand Gulf Early Site Permit (ESP)
Background
- Permit expires April 5, 2027
- Renewal application must be submitted by April 4, 2026 (10 CFR 52.29(a))
An exemption request to submit no later than 45 days prior to permit expiration is under NRC review
- ESP-002 has not been used in support of a combined license or construction permit

NEI 25-06, Industry Guideline for Implementing the Requirements of 10 CFR Part 52 for Early Site Permit Renewal
- Submitted to NRC for review/endorsement on June 9, 2025, and discussed during public meeting held on July 22, 2025
- On July 28, 2025, NRC responded that it agrees with the high-level concepts in NEI 25-06
5 Background (contd)
- Appendix A of NEI 25-06 describes a streamlined approach for renewing an ESP without bringing it up to date, requiring a partial exemption from the 10 CFR 52.29(a) requirement An application for renewal must contain all information necessary to bring up to date the information and data contained in the previous application.
- Information and data contained in the original ESP application would be updated as part of an application for a construction permit or combined license
- NRC acknowledged in July 28 letter that an industry pilot of the Appendix A approach would be an effective next step
6 ESP Renewal Application/Exemption Request
- Entergy intends to submit a 20-year renewal application following the NEI 25-06, Appendix A approach
- Application will include a request for exemption from portion of 10 CFR 52.29(a) that requires bringing the information/data up to date
- Entergy will also separately request a review fee waiver in accordance with 10 CFR 170.11(b)
Entergy anticipates being first licensee to submit an ESP renewal application using the NEI 25-06, Appendix A approach Standard for fee waiver described in 170.11(b) should be satisfied on the basis that the review of the request will assist the NRC in implementing generic regulatory improvements or efforts
7 Schedule
- Submit fee waiver request: August 2025
- Submit ESP renewal application/exemption request: September 2025
- Request NRC approval four months from submittal date
