Dear Dir. Fox:
Enclosed is export license application XSOU8789/09 which was accepted for review by the U.S.
Nuclear Regulatory Commission (NRC) on July 3, 2025. In this application, ConverDyn requests to amend export license XSOU8789/08, which authorizes the export of 65,000,000 kilograms (kg) of natural uranium (U) in the form of uranium hexafluoride (UF6) to the European Atomic Energy Agency (EURATOM) and the United Kingdom for enrichment and ultimate use as fuel in nuclear power reactors.
If approved, export license XSOU8789/09 would be amended to: 1) increase the quantity of UF6 by 100,000,000 kg to reach a new cumulative total of 165,000,00 kg; 2) remove RSB Logistics, Transport Logistics International, Inc. dba ORANO-TLI, and ORANO-TLI from Other U.S.
Parties to Export; 3) add TN Americas, LLC to Other U.S. Parties to Export; and 4) change the name of ORANO to ORANO-TN Americas in Other U.S. Parties to Export.
Assurances from EURATOM and the United Kingdom that the material will be subject to all the terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated.
