SECY-25-0068: Section 274b. Agreement with the State of Connecticut In this paper, the staff recommends approval of the proposed agreement between the State of Connecticut and the NRC pursuant to Section 274 of the Atomic Energy Act. With this agreement the NRC will discontinue, and the State of Connecticut will assume, regulatory authority over possession and use of 11e.(1), 11e.(3), and 11e.(4) byproduct material, source material, and special nuclear material in quantities not sufficient to form a critical mass. The staff concluded, and I agree, that the State of Connecticut Radioactive Materials Program is compatible with the Commissions program and is adequate to protect the public health and safety. For this reason, I approve the proposed agreement, and I approve publication of the Federal Register notice. I appreciate the staffs continued engagement with the State of Connecticut to ensure a smooth transition.
