UNIVERSITY OF UTAH - CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-04-005 ON THE SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN
Dear Dr. Goodell:
The purpose of this letter is to inform you that the U.S. Nuclear Regulatory Commission (NRC) has closed Confirmatory Action Letter (CAL) No. NRR-04-005. The NRC issued CAL No. NRR-04-005 on March 26, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML033240661). This CAL formalized commitments to implement site-specific compensatory measures related to security and safeguards.
By letter dated March 27, 2025 (ML25111A159-cover letter only), the NRC received a revised physical security plan (PSP), dated March 26, 2025, for the University of Utah TRIGA Reactor (UUTR), under Facility Operating License No. R-126. In response to this letter, the NRC staff reviewed the UUTR PSP and found that the changes were made in accordance with paragraph (p)(2) of Title 10 of the Code of Federal Regulations (10 CFR) 50.54, Conditions of licenses, by incorporating the site-specific compensatory measures committed to in CAL No. NRR-04-005, which did not decrease the effectiveness of the previously approved UUTR PSP. Therefore, the NRC considers CAL No. NRR-04-005 closed.
Under 10 CFR Section 2.390, Public inspections, exemptions, requests for withholding, the NRC will make a copy of this letter available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, Maryland. The public can also access this letter in the NRCs document system, ADAMS, on the NRCs website at https://www.nrc.gov/reading-rm/adams.html.
