Assisting the NRC physical security inspectors in evaluating the sites security strategy and providing tactical input in developing the FOF exercise scenarios.
Providing expert technical and tactical advice to the MAF during FOF exercises.
Providing an independent evaluation of the industry-provided MAF.
Supporting the NRCs physical security inspector training and qualification program by providing instruction and guidance on explosives and breaching methods that could be used as threats to the licensed facilities.

ACTIVE-DUTY ADVISOR SUPPORT FOR U.S. NUCLEAR REGULATORY COMMISSION FORCE-ON-FORCE INSPECTIONS
Dear General Beaurpere:
The Department of Defense (DOD) has provided special operations active-duty military personnel to support the U.S. Nuclear Regulatory Commission (NRC) inspections since 1976.
These individuals have been key members of the inspection teams that support the force-on-force (FOF) program. The FOF inspections verify that NRC-licensed facilities maintain the physical security of power reactors and radioactive materials. I write to express my appreciation for DODs vital role in the success of the FOF program and to request your continued support.
The DOD experts provide information on up-to-date tactics and techniques used in scenario development, as well as real-time support to, and evaluations of, the mock adversary forces (MAF) used in the exercises. The United States Special Operations Commands (USSOCOM)
Joint Ember Immune Team (JEIT) brings a unique, highly skilled capability to examine nuclear facilities through the eyes of a saboteur/terrorist. These team members currently hold Top Secret clearances and receive training from the NRC to access nuclear power plant and fuel facility facilities.
The current support from the JEIT is independent and credible and provides the following mission support to the NRC FOF inspection teams:

If USSOCOM was unable to provide continued support to the NRC in this capacity, there would be a negative impact on the program.
The current support by USSOCOM helps meet the NRCs mission to protect public health and safety. The NRC recognizes the vital role that USSOCOM provides to its FOF program and appreciates your consideration of continued support.
