This letter refers to the U.S. Nuclear Regulatory Commission (NRC) inspection activities conducted from April 22, 2025, to July 16, 2025, for the Nuclear Fuel Services (NFS) facility. On April 24 and July 16, 2025, the NRC inspectors discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.
No violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a core inspection at Nuclear Fuel Services, in accordance with the fuel cycle facility inspection program. This is the NRCs program for overseeing the safe operation of licensed fuel cycle facilities. Refer to https://www.nrc.gov/materials/fuel-cycle-fac.html for more information.

3 INSPECTION SCOPES Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Inspections were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2600, Fuel Cycle Facility Operational Safety and Safeguards Inspection Program. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
FACILITY SUPPORT 88070 - Permanent Plant Modifications Permanent Plant Modifications The inspectors were on-site between April 22-24, 2025, to review in-process construction of the Utility Building 389 Pre-engineered Metal Building (PEMB) for the U-Metal project. The inspectors reviewed structural calculations, construction documents, and observed on-going construction activities. Specifically, the inspectors observed the primary structural steel frames to determine if the members and connections were consistent with the applicable calculations and construction documents. The inspectors also observed the mezzanine structural steel beams spanning between concrete masonry unit (CMU) walls and associated connections, as well as the connections between the exterior CMU walls and metal girts, providing bracing at the top of the walls, to determine if the as-built construction was consistent with the construction documents.
The inspectors also reviewed receipt inspection records and mill test reports associated with the mezzanine and mechanical equipment platform structural steel sections to determine if adequate measures were being implemented to verify that procured items met specified requirements.
INSPECTION RESULTS No issues were identified.
EXIT MEETINGS AND DEBRIEFS The inspectors verified no proprietary information was retained or documented in this report.
On April 24, 2025, the inspectors debriefed inspection results to Ronald Dailey, President, and other members of the licensee staff.
On July 16, 2025, the inspectors presented the Exit Meeting inspection results to Ashley Morris, NFS Licensing Manager, and other members of the licensee staff.
