Crane Restart Panel

Licensing Activities

  • Existing licensing processes are being used to review and evaluate potential restart

Noticing Process

  • License amendment requests are noticed for comment and opportunity to request a hearing

Environmental Review

  • The NRC and other federal agencies are required by the National Environmental Policy Act (NEPA) to assess the environmental effects of proposed actions before making decisions 9
  • Conclusions of the NRCs review of the environmental and related social and economic effects will be made publicly available

Inspection Activities

  • IMC-2562 provides a roadmap for potentially transitioning a decommissioning reactor to an operating plant
  • This guidance includes details on:

10 The Restart Panel Identifying and developing pathway for transition from decommissioning to potential operations Conducting inspections and reviews Outlining NRCs final assessment of plants readiness to restart operation

Inspection Activities

  • NRC Region I developed an inspection plan to assess the plants readiness to resume operations
  • Inspections will be risk-informed to focus on changes made to the plant, restoration to an operating state, and other items of interest
  • Existing NRC procedures will be used to perform the inspection activities
  • These inputs are critical for the NRCs final evaluation of the plants readiness to restart 11

TMI-2 Decommissioning

  • TMI-2 is in active decommissioning and can proceed in accordance with NRC regulations

- NRC inspects TMI-2 in accordance with Inspection Manual Chapter 2561, Decommissioning Power Reactor Inspection Program

  • Impacts from TMI-2 decommissioning on CCEC needs to be evaluated and mitigated
  • Inspections to assure continued safety of CCEC continue 12
