UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 The Honorable Doug Burgum Secretary of the Interior U.S. Department of the Interior 1849 C Street NW Washington, DC 20240
Dear Secretary Burgum:
September 11, 2025 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am providing the agency's status report as required by Section 5(c) of the January 20, 2025, Executive Order (EO) 14156, entitled "Declaring a National Energy Emergency." On March 13, 2025, in accordance with Section 5(a) of the EO, the NRC submitted our initial summary report listing planned or potential actions to facilitate the Nation's energy supply that may be subject to the Endangered Species Act (ESA) regulation on consultations in emergencies. Section 5(c) further directs the heads of agencies to then submit a status report every 30 days for the duration of the national emergency following the submission of the initial summary report.
The NRC's status report is enclosed, reflecting the following changes since the last status report:
The following planned application was accepted:
o Clinch River Nuclear Site (Tennessee Valley Authority), Construction Permit Application.
The following projects have been removed from this report because ESA Section 7 consultations have been completed:
o Paducah Laser Enrichment Facility (Global Laser Enrichment, LLC), New Fuel Enrichment Facility License.
o Dresden Nuclear Power Station, Units 2 and 3 (Constellation Energy Generation, LLC) Subsequent License Renewal.
Per the direction in Section 5(c) of EO 14156, the NRC will continue to provide these status reports at least every 30 days for the duration of the declared national energy emergency. Please feel free to contact me or have your staff contact Michael King, Acting Executive Director for Operations, via e-mail at Michael.King2@nrc.gov or via telephone at 301-415-1700, if you have any questions or need additional information.
David A. Wright
