Dear Dr. Hendrie:
The following is a brief report of ACRS activities during the period September-November 1977. Selected topics in this report will be dis-cussed at the next joint NRC-ACRS meeting.
General Matters Announcement of Vacancies on ACRS In anticipation of two forthcoming vacancies in the Comnittee's member-ship in December 1977 and March 1978, the Comnittee has identified the following as needed areas of expertise: plant operations; industrial safety; develo~nt, interpretation, and application of Industrial Codes.
A proposed press release announcing the vacancies and inviting sugges-tions for candidates for nomination to the Comnittee has been provided.
ACRS Fellowship Program The FY 1978 NRC Authorization Bill, which has passed the Bouse/Senate Conference, the House of Representatives and the Senate, includes an amendnent to Section 29 of the Atomic Energy Act which establishes a Fellowship program to assist the ACRS in carrying out its functions.
A proposed plan of action to i.nplement this program is being fornulated.
The ACRS plans to establish a Steering Comnittee to provide guidance with respect to the assigrurents and work product of these Fellows.

Honorable Joseph December 8, 1977 Annual Report to the Congress on Reactor Safety ~search The FY 1978 NRC Authorization Bill also includes, in its current form, a requirenent that the ACRS provide an annual report to Congress on Reactor Safety Research, the first to be suhnitted no later than Deceni:>er 31, 1977.
As was noted in our September 8, 1977 report on ACRS activities, the Subconmittee on Reactor Safety Research has been organized into six working groups including all JIBlbers of the ACRS, to prepare this report.
Areas which will be covered in this report are:.
Systems Engineering and Analysis Develq;1tent Fuel Behavior Metallurgy and Materials Site.Safety Advanced Reactors Fuel Cycle and Environnental Effects Safeguards Risk Assessment Research Managenent Transportation of Radioactive Material As requested by the Conmission, the Conmittee has continued to follow developments in connection with possible rule-making in this area, in order to be able to conrnent on proposed rule changes. It now ~s that the NRC Staff believes that the,current rules are, for the JIDSt part, adequate and we anticipate no further activity in this.area unless a decision is made to consider rule changes in the futUl'e. 'file Connit-tee expects to continue its review of proposed packages for the air shipment of *plutonium.
Status of Proposed Legislation to 'Reform the Regulatory Process The Conmittee is aware that several bills affecting reactor licensing and the role of the ACRS are being discussed. 'ftle Conmittee plans to evaluate the effect on.ACRS operations of these proposals and in parti-cular of the Licensing,and Siting Act of 1977.

December 8, 1977 ECCS Acceptance Criteria: Appendix K to Part 50
'llle Conmittee wrote the Executive Director for Operations onSeptenber.13, 1977, providing its opinion of' several proposals for m:>difying the cur-rent ECCS acceptance criteria. The Comnittee will continue to review the NRC Staff's attenpts to quantify current safety margins and reduce*
uncertainties but prefers to defer changes in the criteria at this tine.
ACRS Report on Generic Items On November 15, 1977 the Conmittee issued its sixth report on Generic Issues Related to Light Water Reactors. Included in the report is the Conmittee's order of priorities for resolution of its generic items and designation of their applicability to specific reactor classes or types.
The Comnittee intends to place considerable enphasis in the near future on review of the implenentation of solutions to generic issues.
- It also has been decided to have the Conmittee's Regulatory Activities Subcomnittee begin regular DEetings with NRC Staff personnel to con-sider the Task Action Plans which have been developed for dealing with the "Category A" issues identified by the NRC Staff.
'ffle Conmittee has recently provided a general clarification of its intent with respect to the resolution and i.nplenentation of resolved generic items in response to an inquiry by a member of the Atomic Safety and Licensing Board for the Shearon Harris Nuclear Plant.
Tectonics of the Pacific Northwest On November 15, 1977, the Conmittee issued a report containing its views on the regional tectonics of the Pacific Northwest in light of differ-ences in opinions between the NRC Staff and the U.S. Geological Survey as to the interpretation of historic data and the regional tectonics of the area.
The Comnittee concluded that the 1872 earthquake should be considered, for nuclear plant siting purposes, to have been MM Intensity VIII, and that the arbitrary movenent over extended distances of a prototype of that earthquake, for purposes of seismic design, should be reexamined.
m Principles The Camrittee has recently decided that its Environnental Subconmittee should consider current NRC Staff policy on the application of AI.ARA principles to waste storage and disposal, reprocessing plants, raw and feed material processing, enrichnent, and deoonmissioning, with regard to both public and occupational exposure.

Honorable Joseph December 8, 1977 CRBR Review The status of the CRBR review effort was discussed during the June 10, 1977 meeting between the ACRS and the Conmission. The Comnittee is planning no further action at this tine.
ACRS Review Activities Maine Yankee Atomic Power Plant The Comnittee decided that it should review the application by the Maine Yankee Atomic Power Conpany to operate the Maine Yankee Plant at a po.,,er level somewhat above the previously identified *stretch* po.,,er level, and has so inforned the Acting Director, NRR.
In this regard, the Conmittee has also written the Executive Director for Operations asking for a description of the elements considered by the NRC Staff in the review of an application for approval to operate at *stretch* power.
When the Conmittee has received this information it will attenpt to provide guidelines concerning its future involvement in the review of such applications.
