SUMMARY
OF JUNE 11, 2025, PUBLIC TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST REGARDING REVISION TO TECHNICAL SPECIFICATION LIMITING CONDITION FOR OPERATION 3.3.6 FOR CONTAINMENT VENT ISOLATION INSTRUMENTATION (EPID L-2025-LRM-0066)
On June 11, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting via teleconference with representatives of the Tennessee Valley Authority (TVA) to discuss a proposed license amendment request (LAR) for Sequoyah Nuclear Plant (Sequoyah), Units 1 and 2. The meeting notice and agenda for this meeting, dated June 2, 2025, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25153A014. TVA stated that it plans to submit an LAR for Sequoyah, Units 1 and 2, that would revise Technical Specification (TS) 3.3.6, Containment Vent Isolation Instrumentation, to include specific required actions for the radiation monitor isolation valves and identify the conditions applicable to specific functions of the containment vent isolation instrumentation.
TVA previously submitted a LAR for Sequoyah, Units 1 and 2, in August 1991 that created a Limiting Condition for Operation (LCO) Action 15 which required closure of the air radiation monitor isolation valves in the event that the channel signal functions were degraded. The LAR was approved by the NRC staff in June 1993. However, when TVA submitted a LAR to convert Sequoyahs TS to Improved Standard TSs (ITS) in November 2013, the proposed revisions removed Action 15 on the basis that LCO 3.3.6 Action A was sufficient. The NRC staff approved the ITS conversion in September 2015.
Subsequently, TVA realized that Sequoyah TS LCO 3.3.6 Required Action A.1 only addresses the containment purge supply and exhaust isolation valves and not specifically the air radiation monitor isolation valves. Therefore, this represents a non-conservative TS. TVA stated that it has entered the issue into Sequoyahs corrective action program.
TVA described the proposed change to the TS 3.3.6 Conditions and Required Actions.
Specifically, Condition A and Required Action A.1 will be replaced with new Conditions A through E and corresponding Required Actions, and TS Table 3.3.6-1 will add a new column for the related Conditions for each Function. New Condition E will be specific for the air radiation monitor isolation valves. TVA stated that the proposed changes will be similar to other TS Section 3.3 Instrumentation LCO sections, such as LCO 3.3.1, Reactor Trip System (RTS)
Instrumentation, and 3.3.2, Engineered Safety Feature Actuation System (ESFAS)
Instrumentation.
The NRC staff noted that the wording for the Required Action in proposed Condition D is lettered as C.1 rather than D.1. TVA noted the discrepancy and stated that it would correct the issue. The staff also noted that for proposed new Conditions C and D, the Completion Time allows the time to be in accordance with the Risk Informed Completion Time (RICT) Program and asked if TVA plans to include information in the LAR to support the use of the RICT Program. TVA affirmed that it would include information to support the use of a RICT. The staff noted that the proposed change to TS Table 3.3.6-1 for Function 1, Manual initiation, does not include a reference to the new Condition E (for the radiation monitor isolation valves) and asked TVA if Condition E should also be included. TVA stated that it will review the issue and consider if changes should be made to the table.
The NRC staff suggested that TVA might include a brief description of the radiation monitor isolation valves in the LAR. The staff also pointed out some issues with the number/lettering of other Conditions in Table 3.3.6-1 and suggested that TVA review the table to ensure the conditions properly align with the functions.
TVA plans to submit the LAR by June 30, 2025.
