Dear Dr. Gilinsky:
This is in response to your request of July l 0, 1980 concerning particular aspects of the Sequoyah Nuclear Plant.
First, as mentioned in the Committee's Sequoyah letter of December 11, 1979, the capability of the ice condenser containment design to cope with the steam resulting from a large LOCA was the subject of detailed discussion over a period of years involving the NRC Staff, the vendor, and the ACRS.
As a result of this effort it was concluded that this type of design was fully capable of fulfilling the function mentioned.
We have no reason to change that conclusion.
Second, the matter of the control of large amounts of hydrogen is discussed to some extent in the Committee's Sequoyah letter of this date.
Although the information available at present is preliminary and will require further detailed confirmation both by the Staff and the Applicant, we expect the present general conclusions to be confirmed.
The Applicant has committed to proceed quickly with the installation of a distributed ignition system.
The Committee does not believe that there is any practical need to hold up the issuance of an operating license pending completion of the proposed ignition system.
