ACRS ACTION ON REGULATORY GUIDES
Dear Mr. Dircks:
During its 241st meeting, May 1-3, 1980, the ACRS concurred in the regulatory position of Regulatory Guide 1.144, Revision 1, "Auditing of Quality Assurance Programs for Nuclear Power Plants".
During this meeting, the Committee also discussed the appropriateness of the NRC Staff's procedure for assigning specific identification numbers to proposed Regulatory Guides.
During the April 9, 1980 and April 30, 1980 Regulatory Activities Subcommittee meetings, the NRC Staff indicated that a specific identification number will not be assigned to a proposed Regulatory Guide until just prior to its issuance for industry use.
The ACRS objects to this proce-dure, since it believes that this method of assigning numbers to proposed Regulatory Guides will make it exceedingly difficult to maintain complete and adequate records of the history and development of Regulatory Guides.
The ACRS recommends strongly that the NRC Staff assign specific i dent i fi cation numbers to proposed Regulatory Guides prior to submitting them to the ACRS for review.
