OF THE MAY 22, 2025, PUBLIC MEETING WITH REPRESENTATIVES FROM INDUSTRY, MEETING ON NEI 24-11 (REV 0), FIRE BRIGADE STAFFING ANALYSIS FOR ADVANCED REACTOR TECHNOLOGIES (EPID NO. L-2025-NFG-0005)

Accession No. ML25122A185 On May 22, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual information public meeting with representatives of the Nuclear Energy Institute (NEI) and other members of the nuclear industry. The purpose of the meeting was for the NRC staff and industry representatives to discuss NRC staff feedback on NEIs proposed guidance for a regulatory and technical approach for a risk-informed, performance-based evaluation of the adequacy of fire response for the advanced reactor fleet. Specifically, the NRC staff and industry representatives discussed questions and clarifications associated with the technical report, NEI 24-11, Fire Brigade Staffing Analysis for Advanced Reactor Technologies, Revision 0 (ML25098A281).

Meeting Summary:
This public meeting between NRC staff and representatives of the industry was to discuss the NRC feedback on the NEIs proposed guidance for a regulatory and technical approach for a risk-informed, performance-based evaluation of the adequacy of fire response for the advanced reactor fleet. Specifically, the NRC staff discussed questions and clarifications regarding NEI 24-11, Fire Brigade Staffing Analysis for Advanced Reactor Technologies, Revision 0 (ML25098A281). NRC staff provided comments and discussion topics prior to the meeting in Initial NRC staff comments on NEI 24-11 Fire Brigade Staffing Analysis for Advanced Reactor Technology for public meeting on May 22, 2025 (ML25136A373).
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The main points of discussion during the meeting included:
The NRC staff opened the meeting with a brief discussion on the purpose of the meeting and meeting logistics.
NEI representatives offered opening remarks providing a brief overview of their goals for the meeting.
NEI representatives presented 5.22.2025 NEI 24-11 Public Meeting, NEI Slides (ML25148A423) which provided:
o An overview of the purpose of technical report NEI 24-11Fire Brigade Staffing Analysis for Advanced Reactor Technology o Description of changes from last revision o A review of NRC provided comments NEI provided a review of the comments and discussion topics provided in Initial NRC staff comments on NEI 24-11 Fire Brigade Staffing Analysis for Advanced Reactor Technology for public meeting on May 22, 2025 (ML25136A373).
o NEI gave a summary of their initial thoughts with participant discussion after each comment presented.
o Key points of discussion included:
Consideration of creating separate flow charts for each option.
Applicability of an identical process to microreactors and larger (up to 300 MWe), which have different hazards.
Access to, and experience with, specialized equipment for offsite responders at sites with special hazards, such as sodium.
NEI recommended having a second public meeting, approximately in mid-July, once NRC comments had been incorporated, but prior to the publication of NEI-24-11, Revision 1.
o Revision and completion of NEI-24-11, Revision 1 is expected by the end of August.
NEI inquired about an interim approval or confidence measure prior to a Regulatory Guide endorsement.
o NRC was amenable to issuing an interim letter approving the use of the final methodology which would be finalized in an endorsement via Regulatory Guide revision.
The NRC and NEI agreed that the meeting was productive and looked forward to further discussions on the topic.
No regulatory decisions were made as a result of this meeting.
