ACRS COMMENTS ON IDENTIFICATION OF NEW UNRESOLVED SAFETY ISSUES During its 294th meeting, October 11-13, 1984, the ACRS considered the comments provided by its various Subcommittees based on their review of the following categories of items, as requested by the NRC Staff in the memorandum from T. P. Speis to R. F. Fraley, dated June 8, 1984.
- 1. Adequacy of the NRC Staff's evaluation of 25 HIGH-priority generic issues and the resulting conclusion that these issues do not have the potential for designation as new Unresolved Safety Issues (USis).
- 2. Existing information on the generic issues that are yet to be assigned priorities.
- 3. Adequacy of the updated information on certain generic issues that were considered previously by the NRC Staff for potential designation as new USis and the associated NRC Staff's conclusions.
Our comments on the above mentioned items are as follows:
We agree that none of the 25 remaining HIGH-priority generic issues should be designated as USis.
We previously agreed with the designa-tion of Generic Issue No. 23, "Reactor Coolant Pump Seal Failures, 11 as a USI, as noted in our report dated August 14, 1984.
We prefer to defer review of the generic issues in Item 2 until they have been assigned priorities by the NRC Staff.
We note, however, that delay in the process of reviewing an item may be equivalent to assigning it a low priority, since work on its resolution is ef-fectively delayed.
For this reason, we wish to obtain the NRC Staff's schedules for review of these remaining items and for resolu-tion of those items that have already been assigned HIGH or MEDIUM priorities.

Mr. William October 15, 1984 With two possible exceptions, we agree with the NRC Staff's conclu-sions regarding the issues previously considered.
The exceptions are those designated "Steam Generator Transients and Accidents" and "Pfpfng and Use of Highly Combustf ble Gases in Vf tal Areas."
These issues will be reviewed further by an ACRS Subco11111ittee and the full Comittee and conments will be provided later.
