Notice of Availability of Generic Environmental Impact Statement Regarding Subsequent License Renewal for Point Beach Nuclear Plant

Good day,

The U.S. Nuclear Regulatory Commission (NRC) staff is conducting a review of the environmental effects of the proposed renewal of the operating licenses for Point Beach Nuclear Plant Units 1 and 2 (Point Beach) for an additional 20 years. Point Beach is operated by NextEra Energy Point Beach, LLC (NextEra) and is located in Manitowoc County, Wisconsin.

NextEra submitted an application for Point Beach subsequent license renewal (SLR) by letter dated November 16, 2020, pursuant to Title 10 of the Code of Federal Regulations (10 CFR)

Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The attached letter was mailed to the Stockbridge-Munsee Community Band of Mohican Indians

President.

As part of the review, the NRC staff has prepared a second draft report for the Point Beach SLR application to address new information obtained since the draft Supplemental Environmental Impact Statement (SEIS) was published. In accordance with 36 CFR 800.8(c), the NRC is using the National Environmental Policy Act of 1969, as amended (NEPA) process to comply with Section 106 of the National Historic Preservation Act of 1966, as amended.

As discussed in the second draft report, the NRC staffs preliminary determination is that SLR would have no adverse effect to historic properties. Further, the NRCs preliminary recommendation is that the adverse environmental impacts of SLR for Point Beach are not so great that preserving the option of license renewal for energy-planning decision-makers would be unreasonable.

Pursuant to 36 CFR 800.8(c), we are requesting your comments on the second draft report and on the NRC staffs preliminary determination and recommendation. Comments, questions, and concerns may be submitted to Beau Goldstein, staff archaeologist at Beau.Goldstein@nrc.gov.

Respectfully,

Beau J. Goldstein, RPA Environmental Project Manager U.S. Nuclear Regulatory Commission Office of Nuclear Materials Safety and Safeguards
