SUBJECT:

SUMMARY

OF MAY 29, 2025, MEETING WITH NORTHERN STATES POWER COMPANY - MINNESOTA ON PLANNED LICENSE AMENDMENT REQUEST FOR PRAIRIE ISLAND NUCLEAR GENERATING PLANT UNITS 1 AND 2 (EPID L-2025-LRM-0064)

On May 29, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company - Minnesota, doing business as Xcel Energy (the licensee) via webinar. The purpose of this meeting was to discuss a proposed license amendment request for Prairie Island Nuclear Generating Plant, Units 1 and 2 (Prairie Island) to update Technical Specifications 3.8.1, AC (alternating current) Sources -

Operating. Specifically, the proposed changes include revising Note 1 of Surveillance Requirement (SR) 3.8.1.3 to relocate discussion of manufacturers recommendations to the Bases. This proposed change would be similar to what was done with SR 3.8.1.2 in the recent Prairie Island, Units 1 and 2, Amendment Nos. 235 and 223, respectively. The meeting notice and agenda dated May 15, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25135A256 and the licensees meeting presentation is available at ML25148A334.

The licensee presented information regarding (1) an overview of the potential license amendment request, (2) the background of the need for the proposed license amendment, (3) a proposed mark-up of the current technical specifications, and (4) the anticipated schedule for submission and requested approval of the proposed license amendment.

The NRC staff asked one question regarding the relationship between the proposed amendment and a previous amendment that was approved in 2024. The licensee agreed that the proposed license amendment request could have been included in the previous amendment.

Members of the public were in attendance. No members of the public had questions during the meeting and there were no public meeting feedback forms received. No regulatory decisions were made at this meeting.
