SUMMARY
OF THE MAY 20, 2025, PREAPPLICATION PUBLIC MEETING WITH DOMINION ENERGY SERVICES, INC. TO DISCUSS THE NUCLEAR REGULATORY COMMISSION STAFF INFORMATION NEEDS FOR THE DOMINION ENERGY NEW NUCLEAR QUALITY ASSURANCE PROGRAM TOPICAL REPORT Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) held an observation public meeting on May 20, 2025, with Dominion Energy Services, Inc. (Dominion Energy), to discuss the Dominion Energy proposed resolutions to the information needs provided by the NRC staff related to the Dominion Energy New Nuclear Quality Assurance Program Description (NN QAPD) Topical Report (TR).1 The NRC staff provided the information needs to Dominion Energy on May 2, 2025.2 This meeting summary satisfies the applicants request for review and feedback on its preapplication meeting materials.
This virtual observation preapplication meeting had attendees from Dominion Energy, NRC staff, and members of the public. There was no closed session to discuss proprietary information.
Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.
The following summarizes the discussion during the meeting:
Following the introductions of both the NRC staff and Dominion Energy staff, Dominion Energy presented its proposed solution to each of the NRC staff provided information needs. In lieu of staff issuing requests for additional information (RAIs), Dominion Energy proposed submitting a revision to its TR to address each information need.
For information need #1, Dominion Energy stated its intent to revise Section 1.1, Scope/Applicability, and other sections, as applicable, of its report to be consistent with the cover letter, which states that the scope and applicability of this NN QAPD TR is limited to preliminary site licensing activities (e.g., early site permit renewal).
For information need #2, Dominion Energy agreed with the staff feedback and will update its NN QAPD TR to reflect compliance with the ILAC process, as endorsed by 1 Letter from J. Holloway, Dominion Energy Services, Inc., New Nuclear Quality Assurance Program Description, DOM-QA-3, Revision 0, Topical Report, February 2025, dated February 19, 2025, Agencywide Documents and Access Management System (ADAMS) Accession No. ML25051A248.

2 the NRC in a safety evaluation. Additionally, Dominion Energy stated that the NN QAPD TR will be updated to clearly specify its intent to use NEI 14-05A.
For information need #3, Dominion Energy stated its intent is to remove bullet 3 (use of supplier audit extension during exigent conditions) from NN QAPD TR Section 7.1 Acceptance of Item or Service.
For information need #4, Dominion Energy stated its intent to update the NN QAPD TR to be compliant with 10 CFR Part 21 reporting responsibility for all items that Dominion Energy dedicates as safety-related.
For information need #5, Dominion Energy stated that it will update the NN QAPD TR to reflects its intent to comply with the most recent revisions of Regulatory Guide (RG) 1.164 and RG 1.234, as well as removing its commitment to RG 1.8.3,4,5 Dominion Energy responded to the staffs questions stating that it expects to have a revised version of the NN QAPD TR within one month or less.
Following the business portion of the meeting, there was one public comment from a member of the Breakthrough Institute. The member of the public acknowledged the efficiency of using a public meeting to address the staffs information needs in lieu of using RAIs, and that this experience would be shared at an upcoming Advanced Reactor workshop.
The meeting adjourned at 9:35 am.
