By letter dated February 26, 2025 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML25057A092), Westinghouse Electric Company LLC (WEC) submitted to the U.S. Nuclear Regulatory Commission (NRC) its natural phenomena hazards white paper as a follow-up to the pre-application meeting held on November 21, 2024, to discuss WECs low-enriched uranium plus (LEU+) building design. The NRC staff has reviewed the white paper and identified observations which are documented in the enclosure to this letter.

The purpose of these observations is to provide early feedback on pre-application documents to improve the review of the license application. The observations are grouped into three categories: 1) major observations are gaps that need to be addressed in the application for the NRC to accept the license amendment request for docketing, 2) moderate observations are issues that are likely to result in the development of requests for additional information if the license amendment request is docketed, and 3) minor observations are clarifications or lessons learned that would improve the efficiency of the NRCs review. The detailed technical review of your license amendment request may result in requests for additional information beyond the scope of these observations.

In accordance with Title 10 of the Code of Federal Regulations Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
