June 5, 2025 Mr. Ronald Dailey, President Ms. Danielle Rogers Safety and Safeguards Director Nuclear Fuel Services, Inc.
1205 Banner Hill Road P.O. Box 337 Erwin, TN 37650
Dear. Mr. Dailey and Ms. Rogers:
I am writing on behalf of the U.S. Nuclear Regulatory Commission (NRC) to express our sincere appreciation for your teams hard work during the recent visit of Euratom inspectors to the Nuclear Fuel Services, Inc. (NFS) site. The visit was an enormous success thanks to your teams diligent and thorough preparation and attentive participation.
As the agency statutorily mandated to license exports of nuclear material around the world, the NRC plays an essential role in implementing the various civil nuclear cooperation agreements between the United States and partner governments. When U.S.-obligated material is sent overseas, these agreements require the U.S. Government to ensure its physical protection meets the intent of international guidance. The NRC participates in multiple physical protection bilateral visits at international sites each year. The agreements also allow for reciprocal visits, where international partners may come to the United States and visit facilities where their material is held. These visits happen infrequently but are an essential part of upholding strong relationships between the United States and its allies.
Your teams meticulous preparation was evident in every aspect of the visit, from the seamless visitor processing and escorting, to the comprehensive topical briefings, to the thoughtful hospitality and the time your staff took to spend with the team during a very full day on site. We particularly appreciated your flexibility in starting the day earlier than planned when the group experienced an unforeseen travel delay. We recognize this effort was particularly noteworthy as it came on the heels of a force-on-force inspection. We would particularly like to recognize the following members of your team for their outstanding contributions:
Ashley Morris, Licensing Manager Tom Holly, Material Control & Accountability Section Manager Tyler Hughis, NRC Compliance Unit Manager Heather Petterson, Nuclear Safety & Licensing Section Manager Natalie Willis, Security Director Tom Kinsey, Security Performance Assurance Section Manager Clifton Gibson, Licensing Specialist
D. Rogers While this visit fell outside the scope of NFSs obligations as an NRC licensee, it helped fulfill a critical obligation for the NRC and made a lasting positive impression on the Euratom team.
Please extend our deepest thanks to your staff.
Sincerely,
/RA/
David Skeen, Director Office of International Programs
