SUMMARY

OF THE APRIL 1, 2025, OBSERVATION PARTIALLY CLOSED PUBLIC MEETING TO DISCUSS ANALYSIS AND MEASUREMENT SERVICES CORPORATIONS PLAN FOR A TOPICAL REPORT ON ONLINE MONITORING METHODOLOGIES (EPID: L-2025-LRM-0023)

The U.S. Nuclear Regulatory Commission (NRC) conducted a virtual observation public meeting/teleconference on April 1, 2025. The purpose of this meeting was for Analysis and Measurement Services Corporation (AMS) to describe the contents of, and seek feedback on the proper regulatory path for, its intended topical report (TR) on Online Monitoring (OLM).

The public meeting notice was posted on the NRC public website on March 20, 2025, and can be found under Agencywide Documents Access and Management System (ADAMS) Accession No. ML25079A040. AMSs presentation materials for this public meeting can be found under ADAMS Accession No. ML25085A321 (non-proprietary). Persons who do not have access to ADAMS or who encounter problems in accessing the meeting materials located in ADAMS should contact the NRC Public Document Room reference staff by telephone at 1-800-397-4209 or by email to pdr.resource@nrc.gov. The enclosure to this memorandum provides a list of the meeting participants.

During the open portion of the meeting, the AMS staff presented the plans to modify the OLM TR to include the rest of instrument channel components, trip, and indication devices. No regulatory decisions or commitments were made during the meeting.

OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION The AMS staff provided an overview of the approved version of the AMS OLM TR including the devices that are currently covered and the parts of the channels that are not currently covered.

The AMS staff expanded on this discussion by explaining the channel electronics and bistables that are anticipated to be covered under the proposed TR.

The AMS staff then showed operating plant data from a Westinghouse Electric Company pressurized water reactor to illustrate sensor drift and calibration. This data was used to explain the AMS expected maintenance plans when using the proposed TR for monitoring.

The NRC staff asked if the proposed TR would include types of sensors that were not included in the approved TR in addition to the channels and bistables described. The AMS staff responded by stating the intent is to include those as well in the proposed TR and expressed that the detailed approach for including those would be explained further in the closed portion of the meeting.

The NRC staff asked questions regarding the data points represented on the calibration charts used for illustration in the AMS presentation slides. The AMS staff responded by describing the transmitter data taken from operating plants and the effects it had on calibration maintenance.

The AMS staff went on to describe the importance of this historical data in understanding the lifetime operation of these transmitters and their expectations to extend this approved methodology for other channel components in the proposed TR. The NRC staff asked follow-up questions on the bounds of the transmitter graph used for illustration. The AMS staff responded with further explaining the operational monitoring of the transmitters to detect groups operating as expected and potential calibration needs based on reactionary and proactive maintenance methodologies with the intent of affecting only the equipment that requires maintenance.

The NRC and AMS staff discussed general schedule concerns and timeframes for resubmittal and review. Both NRC and AMS staff expressed the need to evaluate anticipated timeframes based on the information shared during this meeting.

At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. No questions or comments were received from the public.
