OF NOVEMBER 20, 2024, AND APRIL 24, 2025, MEETINGS BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND THE yak tityu tityu yak tiłhini NORTHERN CHUMASH TRIBE On November 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff met with the yak tityu tityu yak tiłhini (ytt) in-person to discuss their preliminary comments on the draft supplemental environmental impact statement (SEIS), published October 2024. After a round of introductions, Staff Archaeologist Jennifer Davis began discussing the ytts comments. The ytt clarified the appropriate use of Northern tiłhini in the draft SEIS, the purpose of Morro Rock being mentioned since it is outside of the project action area, and the ytt being named as the Most Likely Descendant.
A separate discussion addressed the 1980 Archaeological Resources Management Plan (ARMP), requesting the need to update the document to discuss consultation with Tribes and the ytts desire to participate in future updates to the document. The NRC offered an additional meeting after all comments were received on the draft SEIS. The ytt requested that Scott Lathrop be included in the list for future consultations.

On April 24, 2025, after receipt and review of all comments on the draft SEIS, the NRC staff met with the ytt to discuss revisions made to the final SEIS based on the comments submitted by the ytt. Jennifer Davis presented the revised edits to the final SEIS, including changes made to the description of Morro Rock, clarification on the Chumash languages historically spoken, discussion on the importance of abalone (tspete), revising language describing the 2018 Governors historic preservation award, and the 1980 ARMP. Briana Arlene discussed how the staff shared the ytts letter and discussed the cultural significance of abalone with the National Marine Fisheries Service to ensure that the agency was also aware of the ytts perspectives.
Jennifer Davis also asked the ytt for clarification on the meaning of tiłhini for NRC staff to confirm if revisions around tiłhini in the final SEIS were accurate.
During an April 22, 2025, meeting between the NRC and Pacific Gas and Electric Company (PG&E), PG&E representatives shared their willingness to set up a separate access agreement with the ytt for their continued access to the Diablo Canyon lands. The NRC staff conveyed that message to the ytt during the April 24 meeting, which they welcomed. The NRC staff agreed to facilitate a future meeting between PG&E and the ytt to discuss a path forward for establishing a formal site access agreement and protocol (this meeting was held on May 15, 2025 [see meeting summary ML25150A040]). The NRC staff concluded the meeting and noted that a formal response to the ytts comments will be provided via an official letter.
