Accession No.: ML25101A187 On April 29th, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual information public meeting with representatives of the Nuclear Energy Institute (NEI) and other members of the nuclear industry. The purpose of the meeting was for the NRC staff and industry representatives to discuss NRC staff feedback on NEIs proposed approach to operator cold license training for advanced reactors. Specifically, the NRC staff and industry representatives discussed questions and clarifications associated with NEI 23-01, Operator Cold License Training Plan for Advanced Nuclear Reactors, Revision 1 (Agencywide Documents Access and Management System ML25148A408).

Meeting Summary:
This public meeting between NRC staff and representatives of the industry was to discuss the NRC feedback on the NEIs proposed approach to cold license training for operators of advanced reactors. Specifically, the NRC staff discussed questions and clarifications regarding NEI 23-01, Operator Cold License Training Plan for Advanced Nuclear Reactors, Revision 1 (ML25148A408).
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ADAMS Accession No. ML21180A271). The main points of discussion during the meeting included:
The NRC staff opened the meeting with a brief discussion on the purpose of the meeting and meeting logistics.
NEI representatives offered brief opening remarks providing a brief overview of their goals for the meeting.
NRC staff presented the questions detailed in Clarifying Questions for NEI-23-01, Operator Cold License Training Plan for Advanced Nuclear Reactors, Revision 1 (ML25118A237) with participant discussion after each question.
o Question topics included power plant experience requirements; SRO eligibility and training requirements; degree requirements, including subject and type; supervisor screening methods; and alignment with ANSI/ANS-3.1-2014 and departure from NEI 06-13A.
NRC staff emphasized the desire that cumulative experience criteria included in the topical report not be too limiting for a range of operating crew sizes.
The NRC and NEI agreed that the meeting was productive and looked forward to further discussions on the topic.
No regulatory decisions were made as a result of this meeting.
