OF MAY 7, 2025, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)

On May 7, 2025, (Agencywide Documents Access and Management System Accession No. ML25085A352), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03, Guidance on the 50.59 Process for Digital Applications. A list of attendees is provided as an enclosure to this memorandum.

During the meeting, NRC and TRTR representatives reviewed and implemented changes in response to NRC staff comments on NEI 23-03 guidance. The NRC staff proposed changes to the layout of key conditions listed in Section 4.3.5 that assists in identifying accidents of a different type. TRTR agreed to add a bullet point for each of the three conditions. The NRC staff provided comments for Example 4-19 to provide a clearer Common Cause Failure (CCF) example. TRTR agreed and made changes to the language used in the example. Lastly, NRC staff and TRTR representatives discussed Appendix A, Qualitative Assessment of Software Common Cause Failure with no significant changes made to this section. There were no questions or comments from members of the public present in the meeting.
