May 16, 2025 James Warden Director, Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW, Room 3320 HST Washington, D.C. 20520

Dear Dir. Warden:

Enclosed is export license application XCOM1371 which was accepted for review by the U.S.

Nuclear Regulatory Commission on March 18, 2025. In this export license application, Watlow Electric Manufacturing Company is requesting to export up to 150 pressurizer heaters for use in Units 1-4 at the Barakah Nuclear Power Plant in the United Arab Emirates. The items will be exported via the ROK as an intermediate consignee.

We understand that the Executive Branch has accepted generic assurances from the UAE for the export of minor components to the UAE. However, we would appreciate your assistance in obtaining assurances from the ROK that meet at least the criteria from Section 109b of the Atomic Energy Act of 1954, as amended. In previous component export cases that were similar, the ROK has indicated that they will review each application before providing assurances.

If you have any questions or need additional information, please contact the Licensing Officer, George Moose, at George.Moose@NRC.gov and please forward your response to this request to ecnp_ebresponse.resource@nrc.gov.

Sincerely, 5/16/2025 X Barry W. Miller Barry W. Miller Signed by: Nuclear Regulatory Commission Barry W. Miller, Acting Branch Chief Export Controls and Nonproliferation Branch Office of International Programs
