Hatch Nuclear Plant (HNP) Units 1 and 2 applicable to the Code of Record Interval that uses the 2022 Edition of the ASME OM Code.

By email dated April 15, 2025 [ML25105A153], the NRC staff sent SNC a request for additional information (RAI) regarding the aforementioned alternative requests and relief requests. The enclosure to this letter provides SNCs response to the RAI.

REQUEST FOR CONFIRMATION OF INFORMATION (RCI)

RCI-01 The table providing the list of ASME Code components affected for RR-V-1 and RR-V-2 appear to be labeled erroneously as pumps rather than valves (i.e., entitled Pump Description). Also, on page 10 of RR-V-3, the submittal discusses EFCSs rather than EFCVs. Please confirm that these are typographical/administrative errors and are not intended to refer to other equipment.

SNC Response to RCI-01 Yes, these are typographical/administrative errors and are not intended to refer to other equipment. The header rows of the tables providing the list of affected components in RR-V-1 and RR-V-2 should both be titled Valve Description. The instance of EFCSs on page 10 of RR-V-3 should read EFCVs.

RCI-02 During review of Alternative Request RR-V-3, the NRC staff compared the proposed alternative request to the earlier precedent cited by the licensee, as well as the contents of the 5th IST Interval Program Plan (ML19094A592). In making the comparison, the staff noted that 2B21-F072A, 2B21-F072B, 2B21-F072C, and 2B21-F072D were excluded from the most recent request. Please confirm that these valves are not included in this request for relief.

SNC Response to RCI-02 These valves were inadvertently omitted and should still be included in RR-V-3.

RCI-03 In Alternative Request RR-V-4, the NRC staff compared the proposed alternative request to the contents of the 5th IST Interval Program Plan (ML19094A592) and noted several differences including: 1E11-F008 being described as both inboard and outboard, and 1E11-F015A being described as both Class 1 and Class 2. Please confirm the accuracy of this information provided for each entry and the scope of components requested for relief.

RCI-04 Pump Periodic Verification Tests are new test requirements for this IST interval but do not appear to be discussed in any of the pump alternative requests. Many of the alternative requests concern accuracy requirements. Please provide confirmation that the licensee has evaluated the test requirements (including but not limited to the accuracy requirements) for Pump Periodic Verification Tests. Also, please confirm Pump Periodic Verification Tests are not in the scope of the alternative requests.

REQUEST FOR ADDITIONAL INFORMATION (RAI)

RAI-01

In Alternative Request RR-P-3, the licensee has requested to monitor vibration measurements via locations that differ from the requirements of the ASME OM Code. The licensee states Vibration measurements have been taken in the same locations in prior intervals and have provided adequate data to monitor for degradation. Please provide additional information to support this statement (e.g., performance history compared to the associated vibration measurements).

SNC Response to RAI-01 For the pumps within the scope of RR-P-3, vibration measurements are provided in, and performance history is provided below.

1E11C001A 10/2019 - Alert Range for differential pressure 11/2020 - Removed from increased frequency (Pipe leak identified on DIV 1 of RHRSW repaired) Vibration levels were good, but we still had what appeared to be a pump performance issue. The issue was determined to be a pipe leak rather than an issue with the pump.

SNC Response to RAI-02 For the pump within the scope of RR-P-7, vibration measurements are provided in the last table in Attachment 1, and performance history is provided below.

RAI-03

In Alternative Request RR-P-4, the licensee has requested an alternative for Unit 1. However, the licensee discusses both Unit 1 and Unit 2 under the Reason for Request (Section 4),

including specifics of reference values. Please confirm the intended scope for this alternative request as Unit 1 1E21-C-001B and clarify any unintended references to unit applicability and associated reference values.

SNC Response to RAI-03 All E21 pumps other than 1E21-C001B have been removed from the IST program per SNCs 10 CFR 50.69 Risk-Informed Categorization Program. Therefore, the Unit 2 discussion was unnecessarily included in RR-P-4.

RAI-04

For Alternative Request RR-P-8, please clarify the applicability of the request with regards to the components within scope and the type of testing considered. The technical discussion concerns RHR pumps, but there is a core spray pump (1E21-C001B) for only Unit 1 included in the request (and discussion of Group B tests). This alternative is not considered to apply for Baseline or Comprehensive Pump Testing, but the testing configuration appears comparable to that of the Group A test, which is considered within the scope of this request.

SNC Response to RAI-04 All Core Spray pumps other than 1E21-C001B have been removed from the IST program per SNCs 10 CFR 50.69 Risk-Informed Categorization Program. RR-P-8 has been revised to include technical discussion regarding pump 1E21-C001B and the associated discussion Group B tests. Baseline or Comprehensive Pump Testing is not

RAI-05

Alternative Request RR-V-3 references NEDO-32977-A, Excess Flow Check Valve Testing Relaxation, within the basis for use for the proposed alternative.

The NRC staff reviewed the GE topical report and issued its evaluation on March 14, 2000 (ADAMS Accession No. ML003691722). In its evaluation, the NRC staff found that the test interval could be extended up to a maximum of 10 years. In conjunction with this finding, the NRC staff noted that each licensee that adopts the relaxed test interval program for EFCVs must have a failure feedback mechanism and corrective action program (CAP) to ensure EFCV performance continues to be bounded by the topical report results. Also, each licensee is required to perform a plant-specific radiological dose assessment, EFCV failure analysis, and release frequency analysis to confirm that they are bounded by the generic analyses of the topical report.

Please describe the proposed actions to implement the above elements as part of the GE topical report.

SNC Response to RAI-05 The Surveillance Frequency Control Program basis document states the following regarding Surveillance Requirement SR 3.6.1.3.8 and the failure feedback mechanism:

Any EFCV failures will be evaluated to determine if additional testing in that test interval is warranted to ensure overall reliability is maintained. Any EFCV that fails to check flow during its surveillance test will be documented in the Hatch corrective action program as a surveillance test failure. The failure will be evaluated and corrected and, if the valve is repaired and not replaced, it will be added to the next cycles surveillance.

RAI-06

Alternative Request RR-V-3, Section 5.0, Proposed Alternative and Basis for Use, first paragraph states:

Functional testing with verification that flow is checked will be performed per Technical Specification 3.6.1.3.8 during refueling outages. Surveillance Requirement allows a representative sample of EFCVs to be tested every refueling outage, such that each EFCV will be individually tested approximately every ten years. The sample groups are representative of the various plant configurations, models, sizes, and operating environments.

The NRC staff notes that the specified frequency for TS SR 3.6.1.3.8 is in accordance with the Surveillance Frequency Control Program. Please confirm that a representative sample of EFCVs will be tested every refueling outage, as required by this alternative request.

SNC Response to RAI-06 The Surveillance Frequency Control Program basis document states the following to meet Surveillance Requirement SR 3.6.1.3.8, a representative sample consists of an approximately equal number of EFCVs, such that each EFCV is tested at least once

The 24 month Frequency is based on the need to perform this Surveillance under the conditions that apply during a plant outage and the potential for an unplanned transient if the Surveillance were performed with the reactor at power.

RAI-07

In its Alternative Request RR-V-4, the licensee notes that 12 of the 36 valves listed are classified as CIVs and are currently leak tested with air in accordance with Appendix J every 2 years. Please provide information on the current testing interval for the remaining 24 valves, which have operated under a similar alternative authorized for the previous IST interval, and confirm that they have maintained a history of good performance.

SNC Response to RAI-07 The remaining 24 valves are being tested every 72 months. All except four valves (1E11-F050A, 1E11-F050B, 1E21-F005B, and 2E11-F050A) have maintained a history of good performance. Valves that failed were tested each outage until good performance was achieved.

RAI-08

In Alternative Request RR-V-4, the licensee referenced OMN-23 Alternative Rules for Testing Pressure Isolation Valves, along with discussion of NEI 94-01. Please:

Confirm or correct Reference 2 (NEI 94-03 is listed instead of NEI 94-01)

Discuss whether OMN-23 is being considered as part of this alternative request.

OMN-23 is endorsed for use in RG 1.192 without conditions. The NRC staff is aware of potential confusion when implementing OMN-23 along with certain other TS changes (TSTF-600, for example). If applicable, please discuss how this Code Case will be used in parallel with NEI 94-01.

SNC Response to RAI-08 Reference 2 in Alternative Request RR-V-4 was intended to be NEI 94-01.

OMN-23 is not considered as part of this alternative request, but rather is provided as precedent for applying a 75-month test interval to good performing valves.

RAI-09

In Alternative Request RR-V-4, the licensee discusses the use of NEI-94-01, Revision 3-A, to extend the frequency interval up to 75 months. Further, licensee states that the test interval shall not exceed 75 months with a 3 month grace period (i.e., a total of 78 months). The NRC staff requests that the licensee explain the basis for a 3-month grace period beyond 75 months.

SNC Response to RAI-09 Alternative Request RR-V-10, that was approved under ML15310A406, stated the same 75 months with a 3-month grace period (i.e., a total of 78 months). The intent of RR-V-4 is to apply the test interval allowances of NEI 94-01 to leak rate testing of pressure isolation valves. NEI 94-01 allows the extension of test intervals frequencies up to a maximum of 75 months plus up to a 9-month grace period (subject to conditions and limitations). The total of 78 months cited in RR-V-4 is within the test interval limit of

However, to clarify and simplify RR-V-4, it is revised to refer to NEI 94-01 for extension allowances rather than citing any specific grace period. Also, extensions beyond 75 months are unlikely as the tests must be performed every third refueling outage. HNP Units 1 and 2 operate on 24-month fuel cycles; thus, every third refueling is nominally a 72-month frequency.

Reason for Request

Pursuant to 10 CFR 50.55a(z)(2), relief is requested from the requirements of the ASME OM Code, 2022 Edition, Subsection ISTB-3520(b) which requires differential pressure be determined by the difference between the pressure at a point in the inlet pipe and the pressure at a point in the discharge pipe if a direct indicating instrument is not provided.

This alternative request is a re-submittal of NRC approved 4th and 5th Interval(s) Relief Request RR-P-11, previously submitted and approved for use for these instruments. There have been no substantive changes to this alternative or to the basis for use, which would alter the previous NRC Safety Evaluation conclusions for previous IST Intervals for Plant Hatch. (See Precedents for SERs)

The Residual Heat Removal (RHR) and Core Spray (CS) pumps are aligned to the suppression pool (torus) during all modes of normal plant operation. The installed suction pressure gauges do not meet Code requirements. Suction pressure to these pumps is primarily a function of suppression pool level, which is controlled within a 4-inch range, and this results in a virtually constant suction pressure. IST is performed utilizing a full flow test line which circulates water to and from the suppression pool.

The Plants Technical Specifications require that the suppression pool be maintained within a narrow range of level, temperature, and internal pressure during plant operation which results in a suction pressure of approximately 5 psig. RR-P-8 Relief Request for RHR and Core Spray Pump Suction Pressure Page 4 of 5 The permanently installed pump suction pressure gauges encompass a wider range of pressures than does IST and thus exceed the OM Code allowable range limit (3 times the reference value). The installed RHR pump gauges must account for the pressure experienced with the RHR loop in the shutdown cooling mode of operation. The installed CS pump gauges must account for the pressure experienced with the CS suction aligned to the Condensate Storage Tank. Therefore, a temporary test gauge which satisfies the Code range limits would have to be installed each time the IST test is required.

Applying a constant pump suction pressure, when calculating differential pressure, will allow the Group A and B testing to be performed with the installed pressure gauges, thus lessening the burden on operations personnel responsible for the testing. Since temporary test gauges are required to be calibrated both prior to and after usage, itis also eliminates the possibility of invalidating test data due to a gauge being damaged during transportation, installation or removal.

Mechanical degradation of centrifugal pumps which experience significant differences in suction (inlet) pressure would be indicated by changes in the differential pressure.

However, for these pumps, the suction pressure variance is insignificant in comparison to the developed head (pressure).

Therefore, monitoring discharge pressure and calculating differential pressure assuming a constant 5 psig suction pressure provides an adequate method to determine operational readiness and detect potential degradation.

Proposed Alternative and Basis for Use Pump suction pressure will be assumed to be 5 psig based on the review of several years of IST data which support suction pressure being virtually constant when performing Group A and B testing. During these tests pump differential pressure will be calculated by measuring pump discharge pressure and subtracting 5 psig. This value will then be compared to the corresponding reference value. The acceptance criteria of Tables ISTB-5121-1 and ISTB-5221-1 will be applied for assessing pump operational readiness and for monitoring potential pump degradation during the applicable Group A or Group B pump test. This testing method meets the intent of the Code for monitoring pump operational readiness and degradation and relieves the Licensee of the burden associated with the use of temporary test gauges.

This request is not applicable to Comprehensive Pump or Baseline Testing. The above proposed alternative provides an acceptable means of evaluating pump performance without a substantial decrease in the ability to monitor operational readiness. Based on the determination that compliance with the Code requirements, results in a hardship or unusual difficulty without a compensating increase in the level of quality and safety, this proposed alternative should be authorized pursuant to 10 CFR 50.55a(z)(2).

The 24 month functional testing of the PIVs is adequate to identify any abnormal condition that might affect closure capability. Performance of the separate 24 month PIV leak rate testing does not contribute any additional assurance of functional capability, it only determines if seat tightness of the closed valves.

This alternative request is a re-submittal of NRC approved 4th and 5th Interval(s) Relief Request RR-V-10, previously submitted and approved for testing of CIVs and PIVs at Plant Hatch per Technical Specifications. There have been no substantive changes to this alternative or to the basis for use, which would alter the previous NRC Safety Evaluation conclusions for previous IST Intervals for Plant Hatch. (See Precedents for SERs).

Proposed Alternative and Basis for Use Hatch proposes to perform PIV testing at intervals ranging from every refuel to every third refuel. Hatch also proposes to use Air Tests for valves that are CIVs and PIVs. Some CIVs will be tested with Water and all PIVs that only perform a PIV function will be tested with Water. The specific interval for each valve would be a function of its performance and would be established in a manner consistent with the Containment Isolation Valve (CIV) process under 10 CFR 50 Appendix J Option B. 12 of the 36 valves listed are classified as CIVs and are currently leak tested with air according to 10 CFR 50 Appendix J methodology every 2 years to satisfy their PIV leakage test requirement (with acceptance criteria correlated to water at function maximum pressure differential). Whether the valve is a CIV/PIV or PIV only, the valve must have two consecutive leakage tests which meet its acceptance criteria to be considered a good performer. That is, the test interval may be extended to every third refuel outage upon completion of two consecutive periodic PIV tests with results within the prescribed acceptance criteria. The test interval will be extended to a specific value in a range of frequencies from 30 months up to a maximum of 75 months (as described in NEI 94-01 Revision 3-A). Additionally, the test interval may be extended in accordance with, and subject to the limitations of, NEI 94-01 Revision 3-AThe test interval shall not exceed 75 months with a 3 month grace period (i.e., a total of 78 months). Any test failure will require a return to initial (every RFO) interval until good performance can again be established.

The primary basis for this relief request is historically good performance of the PIVs and desire to reduce personnel exposure dose (ALARA). With the testing being performed every refueling outage has resulted in approximately 180 tests with 2 failures, which yields a failure rate of approximately 1 percent.

Additional basis for this relief request is provided below:

Separate functional testing of power-operated PIVs and Condition Monitoring of Check Valve PIVs per ASME OM Code.

Low likelihood of valve mispositioning during power operations (procedures, interlocks).

Air test vs. water test - degrading seat conditions tend to be identified with air testing.

Relief valves in the low pressure (LP) piping - these relief valves may not provide Inner-System Loss of Coolant Accident (ISLOCA) mitigation for inadvertent PIV to NL-25-0175 Markups of Alternative Requests Submitted via NL-24-0421 Page 8 of 8
