Monticello and Prairie Island Nuclear Generating Plants Alert and Notification System (ANS) Significant Change Approval On October 30, 2024, FEMA Region 5 forwarded for review and approval, updated Alert and Notification System (ANS) Evaluation Reports for Monticello and Prairie Island Nuclear Generating Plants (2024 ANS Evaluation Report - Prairie Island and Monticello Nuclear Generating Plant Rev 0). In accordance with 44 C.F.R. § 350.14, FEMA Region 5 reviewed the proposed changes and recommended approval of the Report. The proposed changes represent a significant change to the State plan and therefore, in accordance with 44 C.F.R. § 350.14 require FEMA Headquarters (HQ) review and approval. Pursuant to FEMA Delegation of Authority Number: FDA-800-21-0002, issued September 17, 2021, the Assistant Administrator, National Preparedness Directorate, approves significant changes to ANS plans.
The Evaluation Reports include the following changes:
- Primary Alert Method: Replaces sirens with - Integrated Public Alert and Warning System -
Wireless Emergency Alerts (IPAWS-WEA.
Backup Alert Method: The Evaluation Report replaces route alerting and notification as a backup system with the use of a reliable mass notification system (MNS) that include auto dial services for telephone and internet-based communications systems commonly used by the public.

The proposed changes meet the minimum acceptable design objectives for coverage and capability as described in the FEMA Radiological Emergency Preparedness Program Manual, December 2023 (Part V, Section B). Based upon thorough review of the Reports by FEMA Region 5 and FEMA HQ, I have reasonable assurance the proposed changes are adequate to protect the health and safety of the public living in the vicinity of the plants.
