Dear Mr. Williamson:
By letter dated December 31, 2024 (Agencywide Documents Access and Management System Accession No. ML24366A025), Shepherd Power, LLC. (SP), submitted for the U.S.
Nuclear Regulatory Commission (NRC) staffs review, a concept of operations white paper.
This white paper describes key aspects of its proposed deployment and operating models used to support SPs plans for owning and operating microreactor fleets. The NRC staff was asked to perform a review of this white paper and provide feedback. The NRC staff completed its review of the submittal. The enclosure to this letter provides the NRC staffs detailed observations for SP to consider.
