U.S. Department of Homeland Security Washington, DC 20472 March 25, 2025 Mike Waters Director (Acting)

Division of Preparedness and Response Office of Nuclear Security and Incident Response U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Subject:

Approval of the Davis-Besse Nuclear Power Station Alert and Notification System (ANS) Evaluation Report

Dear Mr. Waters:

The Federal Emergency Management Agency (FEMA) received the updated Alert and Notification System (ANS) Evaluation Report for Davis-Besse Nuclear Power Station (DBNPS) Rev 6, dated October 16, 2024. In accordance with 44 C.F.R. § 350.14, FEMA reviews and approves significant plan changes. The purpose of this letter is to inform you of our approval and to forward the DBNPS ANS Evaluation Report to you for appropriate action.

As noted in the updated ANS Report, the station replaces the primary alerting system with the Integrated Public Alert and Warning System - Wireless Emergency Alerts (IPAWS-WEA), updates the pre-existing primary notification system to use IPAWS to activate the Emergency Alert System (EAS) and selects a Mass Notification System (MNS) as the backup alerting and notification method for the 10-mile Emergency Planning Zone. Based upon FEMAs review and recommendations, we find the proposed changes are adequate to protect the health and safety of the public living in the vicinity of the plant. These proposed changes provide reasonable assurance that appropriate protective measures can be taken and implemented offsite in the event of a radiological emergency.

If you have any questions or concerns, please contact Bruce C. Foreman, Director, Technological Hazards Division, at (202) 304-5399.

Sincerely, David Gudinas Digitally signed by David Gudinas obo Erin Hoffman obo Erin Hoffman Date: 2025.03.25 12:22:27 Erin Hoffman Assistant Administrator National Preparedness Directorate Federal Emergency Management Agency
