Request for New Approval of USA/9404/B(U)F-96 for Model Embrace-II Package
Dear Director,
Westinghouse hereby submits a new application for first time approval USA/9404/B(U)F-96 for the model Embrace-II package for transport of fresh BWR fuel assemblies or loose fuel rods. The EMBRACE-II package has been designed to meet the NRC regulations on transportation of radioactive materials Title 10, Part 71 Code of Federal Regulations and International Atomic Energy Agency (IAEA) SSR-6 regulations. The application includes Revision 0 of the Package Design Safety Report (PDSR).
Enclosures of this letter include non-proprietary, redacted and proprietary versions of the PDSR Rev. 0. In conformance with the requirements of 10 CFR Section 2.390, as amended, of the Nuclear Regulatory Commissions regulations, we are enclosing with this submittal an Application for Withholding Proprietary Information from Public Disclosure and an Affidavit, AW-25-029 (Enclosure 1).
Request Westinghouse requests a new license USA/9404/B(U)F-96 approval by June 2026 to facilitate subsequent first-time international validations for transports from Sweden to USA Nuclear Power Plants in early 2027. These fuel deliveries support continuous improvement in the performance and diversification of BWR fuel supply and growth in the US BWR market and future fuel fabrication at the Westinghouse Fuel Fabrication Facility in Columbia, South Carolina.
Additionally, it is requested that this application be reviewed for the Joint United States - Canada process for package approval and validation, in accordance with NUREG-1886.
One copy of the application with full enclosures is submitted electronically via NRC Electronic Information Exchange (EIE) system and one copy with partial enclosures emailed to the Project Manager, Haimanot Yilma.
