Browns Ferry Nuclear Plant - Site Emergency Plan Implementing Procedure Revision In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q); 10 CFR 50, Appendix E; and 10 CFR 72.44(f), the Tennessee Valley Authority (TVA) is submitting a description of changes to the Browns Ferry Nuclear Plant (BFN) Radiological Emergency Plan (REP). The affected documents are the BFN Emergency Plan Implementing Procedures (EPIPs) named below.

EPIP Revision Title Effective Date EPIP-12 28 Emergency Equipment and Supplies April 1, 2025 EPIP-15 14 Emergency Exposure April 11, 2025 EPIP-16 10 Termination and Recovery Procedure April 22, 2025 Description of Changes and Summary of Analysis The following revisions were made to EPIP-12:

The frequency of Attachment 8 was changed from Calendar Quarter to Calendar Year.

Instructions for testing the VIP Console were removed from Attachment 4, because the VIP Console is no longer used by TVA.

  • 5, Emergency Use SCBA Inventory, was removed from Attachment 11 and replaced by FP-0-000-INS005, Quarterly Inspection of Emergency Equipment. This change removes all references to Attachment 15 and renumbers subsequent attachments as appropriate.

These changes were determined to be changes to the REP that were not editorial or typographical in nature. These changes were determined to not conform to activities that had prior NRC approval. 10 CFR 50.47(b) Planning Standards were impacted by these changes; therefore, it was concluded that the changes could not be implemented without performing a 50.54(q) reduction in effectiveness evaluation. Upon completion of the Effectiveness Evaluation Form for these changes, it was concluded that the changes continue to comply with the requirements of 50.47(b) and 50 Appendix E, and that the changes do not constitute a reduction in effectiveness. Therefore, these changes were allowed to be implemented without prior NRC approval.

EPIP-15 Revision 14 updates instructions for the use of respirators during an emergency response. These instructions now refer the user to Attachment 3 to section 3.3 and the addition of to the list of supplemental material in section 5.0. These changes were determined to be a change to the REP that were not editorial or typographical in nature. These changes were determined to not conform to activities that had prior NRC approval. 10 CFR 50.47(b) Planning Standards were impacted by these changes; therefore, it was concluded that the changes could not be implemented without performing a 50.54(q) reduction in effectiveness evaluation. Upon completion of the Effectiveness Evaluation Form for these changes, it was concluded that the changes continue to comply with the requirements of 50.47(b) and 50 Appendix E, and that the changes do not constitute a reduction in effectiveness. Therefore, these changes were allowed to be implemented without prior NRC approval.

EPIP-16 Revision 10 includes proposed updates to the communications systems available to personnel in the Local Recovery Center, as listed in Attachment 3 (formerly Appendix C). These changes were determined to be a change to the REP that were not editorial or typographical in nature. These changes were determined to not conform to activities that had prior NRC approval.

10 CFR 50.47(b) Planning Standards were impacted by these changes; therefore, it was concluded that the changes could not be implemented without performing a 50.54(q) reduction in effectiveness evaluation. Upon completion of the Effectiveness Evaluation Form for these changes, it was concluded that the changes continue to comply with the requirements of 50.47(b) and 50 Appendix E, and that the changes do not constitute a reduction in effectiveness. Therefore, these changes were allowed to be implemented without prior NRC approval.

These revisions also made editorial/typographical changes to EPIP-12, EPIP-15, and EPIP-16.

These changes were determined to be changes to the REP that were editorial or typographical in nature. The changes did not involve a site-specific Emergency Preparedness commitment; therefore, these changes were allowed to be implemented without performing a 50.54(q) reduction in effectiveness evaluation.
