25-133 RO SUBMITTAL OF NEW NUCLEAR FISCAL YEARS 2025-2028 PLANNED SMALL MODULAR REACTOR LICENSING ACTIONS AND RELATED ACTIVITIES Dominion Energy Services, Inc. ("Dominion Energy") New Nuclear (NN) program is evaluating the feasibility of developing a small modular reactor (SMR) at North Anna Power Station in Louisa, VA. The purpose of this letter is to provide the Dominion Energy NN program's planned SMR licensing actions and related activities for Fiscal Years 2025 through 2028.

This letter is provided for information, and the information provided considers the process questions included in Reference 1.

Dominion Energy plans to provide updates to Enclosure 1 on a biannual basis, contingent on changes to planned SMR licensing actions and schedules. contains Dominion Energy business sensitive information not suitable for public disclosure as supported by an affidavit (Enclosure 2) signed by Dominion Energy.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Nuclear Regulatory Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.390 of the Commission's regulations. Accordingly, it is respectfully requested the privileged information be withheld from public disclosure in accordance with 10 CFR 2.390.

Enclosure 1 of this letter contains the type of information customarily held in strict confidence by the agency pursuant to 10 CFR 2.390{a)(4).

a. This information sought to be withheld has been held in confidence by Dominion Energy.
b. The information is of a type customarily held in confidence by Dominion Energy and not customarily disclosed to the public. This information reveals aspects of past, present, or future Dominion Energy or customer funded development plans or programs of potential commercial value to Dominion Energy.

Dominion Energy has a rational basis for determining the types of information customarily held in confidence by Dominion Energy.

c. The information is being transmitted to the Commission in confidence and, under the provisions of 10 CFR 2.390, it is to be received in confidence by the Commission.
d. This information is not available in public sources and could not be gathered readily from other publicly available information.
