On Thursday, May 15, 2025, at 10:00 am Eastern Time (ET), the Licensing Board will hold a prehearing conference oral argument on issues raised in Petitioning Organizations new and amended contentions.1 The argument will be held virtually, using the Microsoft Teams platform.
The Board will allot approximately 20 minutes each to Petitioning Organizations, Applicants, and the NRC Staff for responses to the Boards questions. These questions will focus primarily on Petitioning Organizations challenges to the purpose and need statement and the alternatives analysis in the Draft Environmental Assessment. be prepared to discuss the timeliness requirements for new and amended contentions, particularly the appropriate trigger point for new and amended environmental contentions.2 Each participant will have 10 minutes at the end of the conference for a closing statement, and Petitioning Organizations will have the option of reserving a portion of that time for rebuttal. The Board anticipates that the argument will not exceed two hours.
On or before noon ET on Thursday, May 8, 2025, each participant shall provide the Boards law clerk, Georgia Rock (georgia.rock@nrc.gov), with an email specifying the names of the individuals who will be presenting argument. Ms. Rock will email the participants to schedule a test session with the Licensing Board Panels Information Technology staff to identify and mitigate any technical issues in advance and to provide information about accessing the conference. The Board expects those taking part in the oral argument to conduct themselves as if in a hearing room setting, which includes seeking to minimize outside noise and interruptions while the argument is ongoing.
Members of the public and other interested persons who wish to listen to the argument may access the listen-only line by dialing (301) 576-2978 and entering passcode 161 010 605 followed by the # sign. After successful entry of the passcode, the following message will be heard: You are not allowed to unmute. To raise your hand press *5. Please note that this telephone line is not being monitored and pressing *5 will not allow participation in the conference.
