TRIP REPORT - JOINT COMPOSITE ADVERSARY FORCE RE-QUALIFICATION OBSERVATION AT ST. LUCIE NUCLEAR PLANT, UNIT 1 AND UNIT 2 On March 17, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff completed oversight of the Joint Composite Adversary Force at St. Lucie Nuclear Plant, Unit 1 and Unit 2 per Commission direction in SRM - COMSECY-18-00041. The attached trip report outlines the re-qualification activities and NRC staff observations. This oversight was conducted by staff from the Security Performance Evaluation Branch (SPEB) in the Division of Security Operations (DSO),
Office of Nuclear Security and Incident Response (NSIR).

2025 Joint Composite Adversary Force (JCAF) Re-Qualification and Training at St. Lucie Dates of Travel and Organizations Visited:
March 17-21, 2025. Conducted at St. Lucie Plant small arms firing range, Jensen Beach, Florida.
Desired Outcome:
Ensure that the JCAFs continued selection, assessment, and training and qualification process was implemented consistent with the U.S. Nuclear Regulatory Commission (NRC) published performance standards/guidance and would result in an adversary team that would be able to replicate the criteria established within the design basis threat.
Summary of Trip:
The 2025 JCAF event was conducted by the JCAF directors from Entergy and NextEra. There were 22 JCAF members present and completed the re-qualification. No training was conducted at River Bend this year. JCAF members ran their Physical Fitness Tests at their parent sites prior to traveling to St. Lucie.

Conclusion:
The JCAF director cadre provided the instruction. The JCAF training and qualification process was implemented consistent with the NRC published performance standards/guidance and resulted in the requalification of adversary team members who will be able to replicate the criteria established within the design basis threat. Throughout the oversight of MAF training activities, observations, which were minor in nature, were verbally provided to the JCAF director leading the activity.
The Mock Adversary Force Performance Standards Guidance, Revision 2, dated December 10, 2019 (NSIR/STD-2004/15-001, Revision 2, ML19297G952), was used to provide elements and standards for executing a particular task or a description of a technique that mock adversary force and teams need to train on to achieve proficiency. This guidance document provides consistent expectations of the required training.
Based on the observations of training and activities conducted and the performance of the JCAF, NRC staff concluded there did not appear to be any potential for and/or appearance of a conflict of interest that could influence the results of NRC force-on-force exercises.
