Dear Dir. Warden:

Enclosed is revised export license application for XSOU8869, accepted by the US. Nuclear Regulatory Commission on March 18, 2025, from TAM International (U.S.), Inc. The application requests the export of 115,400 kilograms (kgs) of natural uranium in the form of uranium ore concentrate (U3O8), with a total weight of 136,085 kgs, to Nucleoelectric Argentina S.A. in Argentina for use as fuel supply at Atucha Unit 1, Atucha Unit 2, and Embalse commercial nuclear power plants.

The initial application dated December 30, 2024 designated Dioxitek S.A. as the foreign ultimate consignee. This license application dated March 20, 2025, now designates Nucleoelectrica Argentina S.A. in Argentina as the new ultimate foreign consignee.

The uranium ore concentrate will be exported to be converted to UO2 at the Fabrica de Prelucrare a Concentratelor de Uraniu - Feldioara SRL (FPCU) fuel plant in Romania owned by Nuclearelectrica S.A. (SNN S.A.). The uranium ore concentrate will then be exported to CONUAR Argentine Nuclear Fuels SA in Argentina for fuel fabrication and delivery to Nucleoelectrica Argentinas S.A. Nucleoelectrica Argentinas S.A. are the operators of Argentinas power plants and will receive and consume the fuel.

2 Euratom Assurances were obtained by the State Department for this request on January 30, 2025. Assurance from Argentina that the material will be subject to all the terms and conditions of an agreement for cooperation are required for this new foreign ultimate consignee. Your assistance in obtaining the necessary assurance is appreciated.
