SUMMARY
OF APRIL 15, 2025, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC. PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)
On April 15, 2025, (Agencywide Documents Access and Management System Accession No. ML25085A352), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03, Guidance on the 50.59 Process for Digital Applications. A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC and TRTR representatives reviewed and implemented changes in response to NRC staff comments on NEI 23-03 guidance. The NRC staff proposed changes to Example 4-17 and Example 4-18 to provide a clearer distinction between outcomes where likelihood was and was not Sufficiently Low. TRTR generally agreed, however, they asked the NRC staff to clarify why Example 4-18 likelihood of software common cause failure (CCF) was not Sufficiently Low. The TRTR participants reviewed and accepted the suggested NRC staff edits to NEI 23-03 Section 4.3.3 and Section 4.3.4 for considerations that affect either the consequences of an accident or a malfunction. There were no questions or comments from members of the public present in the meeting. Representatives scheduled the next meeting for May 7, 2025, to review NRC comments on Section 4.3.5, and Appendix A, Qualitative Assessment of Software Common Cause Failure of NEI 23-03.
