U.S. Geological Survey TRIGA Reactor, Docket Number 50-274, License Number R-113, NRC Approved Reviewing Official Change Request PURPOSE By way of this letter, the U.S. Geological Survey (USGS) is requesting the approval of two additional NRC approved reviewing officials for the GSTR reactor facility license R-113 by the U. S. Nuclear Regulatory Commission and the removal of one individual as NRC approved reviewing official.

BACKGROUND In accordance with NRC Order EA-06-203, Issuance of Order Imposing Fingerprinting and Criminal History Records Check Requirements for Access to Safeguards Information, NRC must approve each individual nominated as a Reviewing Official for determining access to Safeguards Information, and Safeguards Information - Modified Handling. In accordance with NRC Order EA-07-074 Issuance of Order Imposing Fingerprinting and Criminal History Records Check Requirements for Unescorted Access to Research and Test Reactors, and 10 CFR 73.57 the NRC must approve each individual nominated as a Reviewing Official for unescorted access to the reactor facility.

DISCUSSION The GSTR seeks to add two new NRC approved reviewing official to the list of officials, Ms. Shannon Aileen Mahan and Mr. Clayton Sullivan Manning. It is requested that Ms. Mahan and Mr. Manning be approved by NRC to act as reviewing officials for both granting access to SGI / SGI-M and for making determinations on trustworthiness and reliability for individuals to receive unescorted access to the GSTR facility. Both Ms. Mahan and Mr. Manning have previously been determined to be trustworthy and reliable with a need for access to SGI

/ SGI-M and unescorted access the GSTR facility and have been granted access to facilitate their duties as the Reactor Administrator and as the facility Health Physicist, respectively.

In accordance with guidance received from NRC personnel on this request, their fingerprints are not included with this letter but are on file as part of prior U.S. Government criminal history checks from their onboardings with USGS in the Executive Branch and previously submitted to NRC. Both individuals have active security EUSGS science for a changing world

Additionally, it is requested that Dr. Robert Horton be removed as an approved reviewing official, as he has retired and not acted in this capacity since June 2020. As his exact retirement date was uncertain for several years, partially owing to the COVID-19 pandemic, the appropriate time to execute this action was unknown and delayed until now.

ACTION The USGS requests review and approval of this request by NRC in a timely manner.
