SUMMARY

OF APRIL 8, 2025, PUBLIC MEETING WITH FLORIDA POWER &

LIGHT COMPANY REPRESENTATIVES REGARDING A PLANNED LICENSE AMENDMENT REQUEST TO IMPLEMENT 10 CFR 50.69 AT TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2025-LRM-0029)

On April 8, 2025, a public preapplication meeting was held between the U.S. Nuclear Regulatory Commission staff and representatives of Florida Power & Light Company (the licensee), which is a subsidiary of NextEra Energy, Inc. The purpose of the meeting was for the licensee to discuss the status of activities to support a planned license amendment request (LAR) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The planned amendments would allow the licensee to implement Title 10 of the Code of Federal Regulations Section 50.69, Risk-informed categorization and treatment of structures, systems and components for nuclear power reactors. The meeting notice and agenda are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25080A080. A list of attendees is enclosed.

The licensees presentation slides (ML25092A069) provide the details of the information discussed. The licensee provided background information and discussed the planned approach to seismic risks. The licensee stated that the LAR would provide a comparison of the ground motion response spectrum to the safe shutdown earthquake (see slide 9). The licensee noted that the planned reactor coolant pump seal replacement at Turkey Point has not happened yet.

The licensee plans to submit the LAR in the second quarter of 2025. The licensee stated that it will request approval within 1 year of acceptance but there are no current activities planned that would rely upon the approval by a specific date.
