REVISION NO. 13 OF CERTIFICATE OF COMPLIANCE NO. 9296 FOR THE MODEL NO. 880 SERIES OF TRANSPORTATION PACKAGES

Dear Lori Podolak:

As requested by your application dated January 15, 2025 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25027A434, non-public), enclosed is Certificate of Compliance No. 9296, Revision No. 13, for the Model No. 880 Series transportation package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.

This approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (10 CFR) Section 173.471.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. SUMMARY

By application dated January 15, 2025 (Agencywide Documents Access and Management System Accession No. ML25027A434, non-public), QSA Global, Inc. (QSA or the applicant) requested an amendment to Certificate of Compliance (CoC) No. 9296, for the Model No. 880 Series Package. QSA requested renewal of the CoC and made minor changes to the safety analysis report (SAR). In addition, QSA submitted a fully consolidated SAR with the application.

Staff reviewed these changes and has concluded that they do not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part

71.

EVALUATION The applicant, QSA made minor typographical and grammatical corrections to the SAR. The applicant provided the following submittals: (i) a list of the affected pages of the SAR, (ii) a summary table of the descriptions of the changes, (iii) a copy of the fully consolidated SAR with the changes.

CONDITIONS Condition No. 3(b) has been updated to reflect Revision No. 14 of the SAR, dated January 2025.

Condition No. 8 has been updated to allow continued use of the previous revision of the certificate for approximately 1 year.

Condition No. 9 has been updated to expire May 31, 2031.

The references section was updated to reflect the date of this renewal and consolidated SAR application.

CONCLUSION Based on the statements contained in the application, and the conditions listed above, the staff concludes that the changes indicated do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
