REPORT OF CHANGE Pursuant to 10 GFR 50.54(q)(5) and 10 CFR 72.44{f), a summary of the change analysis for Revision 12 of the North Anna Power Station (NAPS) Emergency Action Level Technical Bases Document (NEAL TBD) and Revision 9 to the Surry Power Station (SPS)

Emergency Action Level Technical Bases Document (SEAL TBD) is provided in and Attachment 2, respectively.

Revision 12 of the NEAL TBD made editorial changes to the security reportability reference from 10 GFR 73.71 to 10 GFR 73.1200. The changes to the NEAL TBD went into effect on March 6, 2025. The changes incorporated in the revision did not require prior NRG approval and do not implement actions that reduce the effectiveness of the NAPS Emergency Plan or Emergency Action Levels. The NAPS Emergency Plan and Emergency Action Levels continue to meet the standards of 10 GFR 50.47(b) and Appendix E.

Revision 9 of the SEAL TBD made editorial changes to the security reportability reference from 10 GFR 73.71 to 10 GFR 73.1200 and replaced references to site specific procedures with fleet procedures. The changes to the SEAL TBD went into effect on March 18, 2025. The changes incorporated in the revision did not require prior NRG approval and do not implement actions that reduce the effectiveness of the SPS Emergency Plan or Emergency Action Levels. The SPS Emergency Plan and Emergency Action Levels continue to meet the standards of 10 GFR 50.47(b) and Appendix E.

Serial No.: 25-102 Docket Nos.: 50-338/339 72-16/56 Page 1 of 1 North Anna Power Station Emergency Plan Change, 10 CFR 50.54(g)(5) Summary On March 6, 2025, the North Anna Power Station Emergency Action Level Technical Bases Document (NEAL TBD), Revision 12, was implemented, incorporating changes authorized 10 CFR 50.54(q) as described below.

The NRC revised the requirements for physical security event notifications and added two new notification requirements associated with imminent or actual hostile acts and possession of enhanced weapons. The new regulation replaces 10 CFR 73.71 with requirements moved to 10 CFR 73.1200 that simplify and reorganize existing physical security event notification requirements into several timeliness categories (e.g., 15-minute, 1-hour, 4-hour, and 8-hour notifications). NAPS Emergency Action Levels HU1.1, HA 1.1, and HS1.1 are unaffected by this regulation change.

The reference to the regulation contained in the NEAL TBD for HU1.1, HA1.1 and HS1.1 was changed from 10 CFR 73.71 to 10 CFR 73.1200. This is an administrative change to update the Technical Bases Document references to the new regulatory requirement section. This change does not require prior NRC approval and does not decrease the effectiveness of the Emergency Plan and the Emergency Action Level Technical Bases.

References to EPIP-4.03 and EPIP-4.34 on pages 38, 42, 46, 47, 48, 52 and 53 of the SEAL TBD have been changed to EP-AA-GSD-403 and EP-AA-GSD-434. This administrative change does not require prior NRG approval and does not decrease the effectiveness of the Emergency Plan and the Emergency Action Level Technical Bases.
