REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 35 and Revision 30 of the Millstone Power Station (MPS) Unit 2 and Unit 3, respectively, Emergency Action Level Technical Bases Document (EAL TBD) is provided in the attachment.

Revision 35 and Revision 30 of the MPS Unit 2 and Unit 3 EAL TBD made editorial changes to the security reportability reference from 10 CFR 73.71 to 10 CFR 73.1200 and replaced the reference to a site-specific procedure for dose assessment with a fleet procedure. The changes to the EAL TBD went into effect on March 6, 2025. The changes incorporated in the revision did not require prior NRG approval and do not implement actions that reduce the effectiveness of the MPS Emergency Plan. The MPS Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Serial No.: 25-100 Docket Nos.: 50-245/336/423 72-47 Page 1 of 4 Millstone Power Station Emergency Plan Change, 10 CFR 50.54(q)(5) Summary MPS Unit 2 and Unit 3 Technical Bases Documents (TBDs) (Revisions 35 and 30, respectively) incorporated administrative changes, as described below.

Federal Register Vol. 88, No. 49, date March 14, 2023, "Enhanced Weapons, Firearms, Background Checks, and Security Event Notification,"

Part 2 of this final rule amends the NRC's regulations in 10 CFR part 73 to modify the physical security event notification requirements. Currently, all physical security event notifications must be submitted to the N RC within 1-hour. The revised regulations provide a graded approach that takes into account the security significance of the physical security event, which in most cases will provide licensees greater flexibility. Additionally, this final rule adds new requirements to notify the NRC following actual or imminent hostile action as well as lost or stolen enhanced weapons. These new requirements will ensure licensees provide notification to the NRC of all appropriate physical security events."

The new regulation replaces 10 CFR 73. 71 with requirements moved to 10 CFR 73.1200 that simplify and reorganize existing physical security event notification requirements into several timeliness categories (e.g., 15-minute, 1-hour, 4-hour, and 8-hour notifications).

MPS Unit 2 and MPS Unit 3 EALs HU 1.1, HA 1.1, and HS1.1 are unaffected by this regulation change. References to 10 CFR 73. 71 have been replaced by 10 CFR 73.1200 the regulation will need to be revised to reference 10 CFR 73.1200 rather than 10 CFR 73.71 in the unit specific EAL Technical Bases Documents. This administrative change does not require prior NRC approval and does not decrease the effectiveness of the MPS Emergency Plan and the Emergency Action Level Technical Bases Document.

Additionally, a site-specific procedure for dose assessment (MP-26-EPI-FAP10) has been replaced with a fleet procedure (EP-AA-DOS-101). This administrative change does not require prior NRC approval and does not decrease the effectiveness of the MPS Emergency Plan and the Emergency Action Level Technical Bases.

This IC addresses events that pose a threat to plant personnel or SAFETY SYSTEM equipment, and thus represent a potential degradation in the level of plant safety. Security events which do not meet one of these EALs are adequately addressed by the requirements of 1Q CFR 7J.71 10 CFR 73.1200 or 10 CFR 50.72.

Security events assessed as HOSTILE ACTIONS are classifiable under I Cs HA 1 and HS1. Guidance on assessing Security Conditions is included in the Security Contingency Plan Implementing Procedures (SCIP). The SCIPs are implementing procedures for the Station Safeguards Contingency Plan.

This EAL does not apply to incidents that are accidental events, acts of civil disobedience, or otherwise are not a HOSTILE ACTION perpetrated by a HOSTILE FORCE. Examples include the crash of a small aircraft, shots from

hunters, physical disputes between employees, etc. Reporting of these types of events is adequately addressed by other
EALs, or the requirements of 1 Q CFR 7J.71 10 CFR 73.1200 or 10 CFR 50.72.
