Radiation Dose limits for individual members of the Public Regulatory Basis:

10 CFR 20.1301 (a) states, in part, The total effective dose equivalent to individual members of the public from the licensed operation does not exceed 0.1 rem (1 mSv) in a year, exclusive of the dose contributions from background radiation.

Issue

Description:

Attachment B of the license application states that Another important consideration in planning the Radiation Protection Office (RPO) laboratory move to the Steam Services Building (SSB) was the potential for exposure to members of the public. Unlike exposure considerations for radiation workers - where similar processes and situations are expected, only in a different building - the public exposure evaluation identified a potential for new exposure pathways. This was based on several observations, including:

a. Currently, there are no offices or regular work locations in the rooms adjacent to the RPO counting laboratory in the Academic Projects Building; however, there will be offices and conference rooms adjacent to the counting laboratory and work areas in SSB. Note that a training room is adjacent to the current RPO counting laboratory in Academic Projects Building.
b. The SSB is subject to a higher general occupancy rate than the Academic Projects Building, which means higher traffic in common corridors and thoroughfares.
c. The walls of the SSB are gypsum/drywall, while the walls of the laboratory in Academic Project Building are concrete block.

Based on these considerations, additional attention is being paid to monitoring potential dose to the public in and around the laboratory and work areas in SSB, and ensuring this dose is within applicable limits. This includes additional steps to ensure and record data demonstrating that individuals working in the building will not be exposed to radiation levels above those specified as limits for members of the public in 10 CFR 20.1301.

Information Needed:

Provide a description of how the licensee will ensure that dose to individual members of the public will not exceed regulatory limits, including a description of any active dosimeters that will be used to monitor dose to the public in and around the laboratory and work areas in SSB.
